Mapping Potential Partners

SIDC is a Lebanese Non-profit civil society organization established in 1987 and officially registered 9/AD in 1992. SIDC meaningfully engages vulnerable populations, to promote their health and wellbeing pertaining to HIV, Harm reduction, SRHR, and mental health, to support them in enjoying their human and gender rights, and to work towards an inclusive society free of stigma and discrimination at the national and regional level. SIDC ensures that vulnerable populations enjoy their health and human rights and fulfil their potentials in a society free of stigma and discrimination.

The Middle East and North Africa HIV and Human Rights (MENA H) Coalition multi-country and regional proposal on HIV/AIDS was approved for continuous funding by the Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund) for 2022-2024. With Frontline AIDS as the Principal Recipient (PR), the overall goal of the project is “to increase the sustainability of quality HIV prevention, treatment, and care services for Key Populations (KPs) in MENA''.

The “Nadoum” program” is implemented in five countries in the MENA region: Egypt, Jordan, Lebanon, Morocco, and Tunisia, led by 5 national Sub Recipients (SRs) and 1 regional network. SIDC is the SR in Lebanon, implementing activities in close collaboration with the Lebanese AIDS Network Association (LANA) members.

The grant is guided by the following six strategic objectives (SOs):

SO1: Increase resource mobilisation, technical and management capacity for KP organisations;

SO2: Develop, docUment, support and promote use of innovative and sustainable community led service delivery models;

SO3: Advocate for increased domestic financing for quality HIV prevention, treatment and care services for KPs though public health systems, community systems or through social contracting;

SO4: Reduce structural barriers, including stigma and discrimination against KPs and improve their access to health services and retention in care;

SO5: Document human-rights violations against key populations and provide ways of responding to them; and

SO6: Support processes and policy reforms towards the scale-up of comprehensive prevention programs for people who use drugs.

Brief about LANA:

The Lebanese AIDS Network Association (LANA), registered under a Lebanese law decree n 2638, is a national consortium of affiliated organizations working in the field of acquired immunodeficiency syndrome (AIDS) in Lebanon aiming at lowering the spreading of the virus, facilitating the access to care services, and providing reliable treatment to key populations, vulnerable societies as well as those living with HIV. LANA is involved in the implementation of the current multi-country interventions within the GF grant.

LANA members include: SIDC, AJEM, Dar El Amal, Marsa, Oui Pour La Vie, Skoun, Vivre Positif, LebMASH, Lebanese Aids Society, SALAMA and Al Tajamoh/CCAA.

Consultancy Objective

Within the framework of the program, SIDC is looking for a consultant to conduct a mapping on potential partners and identify collaboration opportunities aims at fostering the partnership and engagement of LANA with potential partners that aligns with the strategic goals. This consultancy aims to map these potential partners and explore collaboration opportunities that can amplify LANA’s initiatives. The consultant is required to identify potential partners, assess and analyse the alignment of these potential partners with LANA’s mission and vision, explore and document collaboration opportunities, including joint projects and funding possibilities as well as provide strategic recommendations for engaging identified partners.

The Scope of Work:

The consultant will be required to perform the following tasks:

  • Conduct comprehensive research to identify potential partners, including NGOs and INGOs (Including different task force and sub-working group in relation to emergency situation among others), private sector entities, public institutions and academic institutions.
  • Utilize stakeholder mapping techniques to analyze partners’ goals, activities, and potential synergies with LANA.
  • Conduct interviews or surveys with key stakeholders to gather insights on partnership prospects.
  • Identify collaboration opportunities, highlighting potential project ideas and funding sources.
  • Provide strategic recommendations for engaging identified partners
  • Develop a powerpoint presentation on the achievemnts of LANA and strategic objectives that can be utilised during the engagement with the identified partners.

The duration of this assignment shall not exceed a maximum of 8 working days, commencing from the date of the Consultant's engagement, which is anticipated to start ASAP.

Work Modalities

The Consultant will be expected to work in a flexible environment, with the mode of work (online or in-person) determined by the specific requirements of the assignment. This flexibility is designed to ensure that the Consultant can effectively carry out their responsibilities while accommodating any necessary adjustments to the work environment as circumstances dictate.

Experience:

The candidate should have a minimum of 5 years of experience in partnership mapping, stakeholder engagement, or similar research projects. This experience should also include:

  • Excellent communication and interpersonal skills.
  • Strong analytical skills with the ability to synthesize complex information.
  • Proficiency in research methodologies and tools.
  • Familiarity with the area of acquired immunodeficiency syndrome (AIDS) and the relevant context for partnerships.
  • Advanced-level proficiency in both English and Arabic for effective written and oral communication.
  • Cultural Sensitivity: Familiarity with and respect for the cultural context and experience working with diverse populations.
  • Experience in addressing gender-related perspective

The consultant must ensure the privacy and confidentiality of data collection, including personal information and demonstrate cultural sensitivity and awareness. The consultant shall avoid causing harm to participants or stakeholders. The consultant shall ensure Transparency in all stages of the process. By adhering to these ethical considerations, the consultant shall ensure that the process of the development of business is conducted with the highest standards of integrity, respect, and protection for the rights and well-being of all involved parties. This ethical framework is fundamental to maintaining trust and credibility throughout the consultancy process.

Commitment to Quality Work

The Consultant shall use an evidence-based approach and ensure the highest standard of work and timely deliverables at every stage of this assignment. In particular, the Consultant shall ensure clarity of objectives and process during consultations; countercheck all facts and figures cited; ensure that the content and format of the deliverables meets the highest standard for such documents; and ensure proper editing and clarity. The contractual partner will neither publish nor did cause to be publish in any form the results of this assignment without prior written consent of the contractor. The contractual partner will be solely responsible for the professional quality of his/her work and the timely completion of the assignment.
