Programme Coordinator

 

Overall Responsibility

Under the supervision of Head of Programmes, Programme Coordinator
will be responsible to design, manage and implement emergency and seasonal
projects across Lebanon such as Ramadan, Qurbani, Winterization and Emergency
response.

 

Main duties and responsibilities

4  Ensure strict compliance of programme activities with Islamic
Relief policies and procedures and with relevant donor regulations and
agreements, Quality and Accountability guidelines (Sphere, CHS etc) and
organizational code of conduct.

4  Under the direct supervision of Head of Programmes and Country
Director, take overall leadership in prioritizing emergency response, in line
with Islamic Relief Lebanon Strategy, ensuring maximum integration between
sectors where possible.

4  Develop concept notes, proposals and budget related to
humanitarian programs, seasonal programs, FS, BA and livelihood 

4  Work closely with UN-led sector/clusters to ensure close and
impactful working relationship and coordinated delivery interventions

4  Coordinate closely and support the EMT and SMT on response
fundraising, supporting the development of high-quality concept notes and
proposals linked to the response strategy, and engaging effectively with
Islamic Relief donors and partners.

4  Provide oversight for humanitarian programming implementation to
ensure timely & high-quality delivery of programme activities.

4  Ensure quality programmes and the monitoring of this through
regular site visits within the response.

4  Under the direct supervision of Head of Programmes and Country
Director, take the lead on other Islamic Relief Lebanon humanitarian
requirements such as seasonal projects (Ramadan, Qurbani and Winterization),
preparedness planning, disaster risk reduction, etc.

4  Contribute to the development of IR Lebanon
strategy led by IR Lebanon Country director and head of programs

4  As a member of a response, play an active role in the overall
management of Islamic Relief emergency responses.

4  Ensure optimal safety and security management procedures and
practices are in place for the emergency response programme and continually
monitor the safety and security situation, adapting staff safety and security
procedures accordingly in collaboration and cooperation with the Security focal
point.

4  Coordinate with government entities, municipalities, local
authorities and targeted communities to ensure smooth implementation of all
IRL’s interventions  

4  Collect beneficiaries’ data at the targeted communities’ level and
ensure accuracy of data, data filtering and cleaning

4  Well experienced in developing necessary forms, sheets and
questionnaires for need assessment and other work-related requirements using
different applications such as kobobox, googlesheets, etc

4  Lead and participate in the field to do data collections, data
cleaning and data analysis with final reports to be presented to IRL
management    

4  Collaborate with MEAL to ensure that monitoring & evaluation
and accountability processes are in place and compliant with Islamic Relief MEAL
benchmarks and ensuring that feedback is incorporated into programme design and
learning disseminated.

4  Work closely with finance unit to develop budget, budget tracking
and overall budget control

4  Work closely with IRL procurement and logistics unit to ensure
appropriate coordination of delivery of commodities and smooth implementation
of the project including staff movements

4  Coordinate with IRL Security focal point to ensure timely and
coordinated access, safe movement and safe delivery of the projects’ commodities
   

4  Ensure strong accountability to beneficiaries, IR and targeted
communities

4  Ensure appropriate archiving of all projects’ documents (Soft
& hard) following Islamic Relief’s archiving policy

4  Ensure that the minimum standards of humanitarian relief are
maintained in accordance with the Sphere Charter and Red Crescent/Cross Code of
Conduct.

4  Comply with Islamic Relief policies and practice with respect to
child safeguarding, PSEAH, code of conduct, health and safety, equal
opportunities and other relevant policies and procedures.

 

 

Experience / Education/Skills- Essential               

 

-       Bachelor’s degree (minimum 16 years of
education including school, college and university) from an accredited
University in social sciences, humanities, international development or similar
subjects.

-       Minimum 3-5 years of relative experience,
preferred with international NGOs.

-       Strong communication, interpersonal &
technical skills.

-       Flexible to work overtime and readiness to
travel on short notice.

-       Proven ability to work independently and as
a team member.

-       Ability to take initiatives, whenever required.

-       Ability to multi-task effectively as well as
display professionalism and confidence.

 

Ability To

 

-       Work independently with minimal supervision.

-       Establish and maintain effective working
relationships with those contacted in the course of assignment.

-       Word-processing, spreadsheet and database
software programs related to job functions.

-       Communicate clearly and concisely, both
orally and in writing.

-       Fluency in English & Arabic (written and
spoken).

-       Excellent computer proficiency.

-       Proficiency in MS office and excel and the
ability to use software necessary for project management and reporting.

coordination skills.

-       Ability to work under pressure and within a
team.
