HR Admin Coordinator

Background

DCA Lebanon has worked in mine action since 2007. In addition to reducing the harm from explosion, clearance activities also release contaminated land for socio-economic development in the context of rising demands from the local and refugee population. In 2012, DCA began implementing humanitarian and development projects through local partners and scaled up its operations in 2021 due to the deepening crisis in the country.

Role

The HR Coordinator is responsible for overseeing all aspects of the organization's human resources operations, including recruitment, onboarding, training, performance management, retention and employee relations. Provide overall advice, coordination, and technical support to the Human Resources team.

Responsibilities

  • Develop recruitment strategies and oversee the hiring process for new employees.
  • Ensure that the company attracts and hires top talent by creating a strong employer brand.
  • Ensure that all employees are treated fairly and that the company complies with all relevant laws and regulations related to employment.
  • Stay up to date with changes in laws and regulations and make recommendations for policy changes as needed.
  • Ensure disciplinary procedures are administered in an equitable and fair manner and meet all legal and labor regulations and requirements.
  • Define and review salary structure in partnership with the Senior Management team and coordinate annual compensation review process and compensation adjustments.
  • Develop and implement HR strategies that are aligned with the company's goals and objectives.
  • Provide guidance to senior management on HR issues and help develop policies and procedures that support the company's overall strategy.
  • Ensure oversight and consistency in position titles and grades, across all field locations.
  • Support the performance management process.
  • Identify training needs and develop training programs for employees.
  • Providing coaching and mentoring to employees as needed.
  • Support people’s well-being initiatives.
  • Provide technical support and advice to the Human Resources team.
  • Advise and assist managers in Human Resources related issues and concerns.
  • Work closely with HQ to share information and provide support as required.
  • Coordinate with the Lawyer when needed.
  • Work with senior management team and senior staff on new staff retention strategies and initiatives.
  • Ensure monthly meetings are held with project managers to discuss key variances, reasons for these, and any remedial action that is required.
  • Coordinate employee onboarding and ensure a smooth transition for new hires.
  • Maintain and update Staff Human Resources Handbooks as necessary.
  • Maintain and update the Human Resources Manual as necessary.
  • Proactively pursue continuous process improvement in Human Resources related practices.
  • Drive and support recruitment and selection activities ensuring compliance with recruitment process.
  • Ensure proper onboarding process.
  • Maintain the filing system and ensure that it is compliant with DCA standards.

Qualifications

  • Minimum 5 years of experience in the HR sector in a similar position or above; INGO experience is a must.
  • Good understanding of the Lebanese Labor Law, recruitment practices and Performance Management.
  • Well organized and detail oriented.
  • Approachable, discreet, and confidential.
  • Bachelor’s degree or equivalent in HR Management or Public Administration or another relevant field.
  • Excellent oral and written communication skills.
  • Excellent written and spoken English.
  • Proficiency in MS office is mandatory.

Reporting

  • Regular reports on the performance and services will be submitted to the Head of Support Services (HOSS) on a weekly basis.
  • Regular check-ins and feedback sessions will be conducted to ensure effective coordination and support.
