Public Health Officer - Upon Donor Validation

Action against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women and children. Currently 500 expats and more than 5,000 employees are working for Action against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation. 

In Lebanon, the Syrian crisis continues to generate political, social and economic pressure due to the war in Lebanon and keeps more than 1.5 million refugees in a situation of increasing vulnerability. In this environment of political, economic and social uncertainty, our teams have maintained their high levels of humanitarian response and aid to Lebanon. Likewise, our interventions have been maintained in the Bekaa and northern areas, as well as in the south of the country, with a special focus on working in partnership or in consortium with other organizations and on institutional strengthening of the relationship with both donors. institutional, such as with local authorities and entities.  

Under the direct supervision of the Medical Advisor, the Public Health Officer is responsible for ensuring the quality of healthcare services delivered at PHCCs and providing technical support within ACF’s Health projects. This role involves leading ACF’s efforts to ensure the delivery of high-quality, efficient primary healthcare services at the supported PHCCs.

The Officer will oversee key aspects of the health center environment, including staff performance, by monitoring selected quality performance indicators aligned with MoPH accreditation standards. Additionally, they will ensure the ongoing implementation and adherence to updated MoPH policies and procedures.

Key activities in your role will include:

Objective 1: Ensure timely and quality implementation of Health activities at PHCC (60%)

  •     Monitor ACF activities in the supported PHCCs through daily field visits for data collection, feedback, assessments, and follow up on health services under the LPSP package  including, NCD, SRH, child health etc.. 
  •    Ensure that policies and procedures for Primary Health Care services in Lebanon are implemented effectively, providing status updates to direct supervisor. 
  •     Monitor the implementation of Health program according to the program workplan and logical frameworks that meet the contractual agreements and the quality standards of Action Against Hunger
  •   Provide regular updates on quality standards issued by MoPH and integrate these into monitoring and improvement guidelines for supported PHCCs.
  •     Regularly review performance-based quality audits to ensure they are appropriate to the context and objectives
  •    Collaborate with other staff to identify gaps in quality standards and develop implementation plans for supported PHCCs.
  •     Participate in lessons learnt sessions to address challenges, capitalize good practices and highlight success stories taking into account the expectations of the community and the primary health care workers; 
  •     Participate in establishing/improving the referral system for secondary and specialized services to ensure timely referrals for emergency care.  
  •    Support PHCC in designing and implementing community activities such as: health awareness campaign, vaccination campaign and other community outreach work 
  •    Collect all data concerning the referral system, epidemiological surveillance and procedures 

Objective 2: Capacity Building (10%)

  •     Identify training needs related to quality standards for supported PHCCs and collaborate with the Health Coordinator, Health Program manager, and Medical Advisor to develop and implement capacity-building training plans on standards and protocols under the MoPH umbrella. 
  •     Provide technical support in managing the Primary Health Information System.
  •    Ensure the implementation of initial and ongoing training programs for PHCC  staff 
  •     Support the integration and implementation of GBV and PSEA in the PHCC staff practice (including respectful care, safe identification and referral) through capacity building based on needs

Objective 3: Quality monitoring of the activities, needs analysis and adapting approaches, accountability (10%)

  •    Ensure that the activities and approaches are consistent and relevant to reach programme objectives, and report to the line manager any deviation 
  •  Maintain a beneficiary database/data collection with the line manager
  •     Identify deviations and needs not covered and proposed adaptations to programme activities
  •     Ensure proper quality monitoring of the interventions, including collaboration with MEAL Department 
  •     Identify good practices and those that need improvement propose suggestions to adapt the program tools accordingly

Objective 4: Reporting and archiving (10%)

  •    Submit weekly and monthly reports.
  •     Participate to external reports when needed 
  •    Ensure proper, accurate and timely archiving of all the means of verification of the project and other technical project documentation (soft and hard copies)
  •   Ensure proper documentation of challenges, lessons learned and best practices

Objective 5 – Coordination and referral monitoring (10%)

  •     Participate in external coordination (when needed) at the base level (including Health sub-national working Group in Bekaa and other working group meetings as requested).
  •    Assist in the maintenance of regular liaison, collaboration and coordination with other actors at the field level. 
  •     Support in the maintenance and functioning of a proper coordination and referral system with MoPH and organizations/entities working in the area (referral mechanism…)
  •     Liaise with local authorities and local health system in order to ensure the ongoing and eventual development of the activities.
  •     Support in assessing new health facilities in Bekaa and draft the report 
  •     Ensure proper communication of the hotline and feedback mechanisms

Objective 6:  Security 

  •     To respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols
  •     To communicate to the security managers of the working location any security related information or non-compliance with the security plan

Objective 7: Support humanitarian activities of Action Against Hunger

  •   Support the emergency interventions of the organization as per the employee’s abilities.
  •    Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.
  •    ACF employees will show commitment to human rights principles, gender equality and non-discrimination approach in all their work

Objective 8: Gender & Safeguarding (cross-cutting)

  •     Promote safe and equitable environments, through knowledge and application of the protocol against harassment and gender policy.
  •     Knowledge and compliance with safeguarding policy.
  •    Promote gender equality within the humanitarian and/or development work

Minimum experience of 2 years with training in health systems/quality assurance/public health (a master degree is a plus); at least two years of experience working in the Lebanese health system mainly quality standards and accreditations
