Shelter Team Leader

1- GENERAL OBJECTIVE:

Under the direct supervision of the Shelter Program Manager (PM), the Team Leader is responsible for the qualitative, quantitative and timely implementation of the shelter activities. S/he coordinates and monitors the work of all Field Officers/Workers dedicated to these activities and supports the Shelter PM in the data collection for qualitative and regular reporting on various components of the project. S/he will have an active role in the database’s use and monitoring of the project according to his/her line manager’s instructions.

 

2- RESPONSIBILITIES AND TASKS:

SPECIFIC OBJECTIVES AND LINKED ACTIVITIES:

1. ACTIVITIES IMPLEMENTATION
- Take part in the implementation of the shelter activities (i.e. Shelter rehabilitation in small shelter units, Collective Shelter rehabilitation, distribution of NFIs, etc.), through daily and weekly planning the field activities related to shelter rehabilitation, such as assessment, selection, MoU signatures, and ensuring a follow-up of the different activities regarding the agreed planning, guideline, and required quality of the works;
- Make sure that all documents and files are correctly submitted to the Manager and to the admin accordingly;
- Close monitoring of shelter activities in South and Mount Lebanon;
- Leading the Shelter Team on implementation in Collective Sites including BoQs, assessments, visits, contractor implementation;
- Participate in basic assistance activities including distribution of NFIs, CRI and winterization kits.
- Conduct regular field visits;
- Be the focal point for the rapid needs assessment (RNA) process: coordinate with the shelter and logistics department accordingly and plan the distribution of the RNA process with all departments internally and externally;
- Ensure that all measures have been taken and rules followed to ensure security on-site, in coordination with the Manager and Humanitarian Affairs Manager/Officer;
- Provide the expertise and contribute to the improvement of activities through critics, analysis and suggestions;
- Carry out additional assessments when requested;
- Ensure the adequate compliance and adherence to available SoPs and Guidelines;
- Participate in team workshops and lessons learnt seminars.

2.DATA MANAGEMENT AND ACTIVITIES’ MONITORING

- Support in the analysis of the Shelter humanitarian situation and population needs;
- Participate in needs assessment and the selection of the beneficiaries according to PU-AMI criteria;
- Ensure a regular monitoring on the assisted cases, in coordination with the team and the MEAL department;
- Manage the database for the Minor Rehabilitation, Collective Shelters and all shelter related activities in terms of daily monitoring and reporting monthly (MR: variation sheet/cost sheet);
- Monitor and follow up with the Shelter Team on all the documents needed for the project (i.e. , follow up sheets, note to the files, etc.) and ensure their proper archiving;
- Support in the development of any pedagogical and methodological tools adapted to the local context;

3.COMMUNITY MOBILIZATION
- Be responsible of the communication between PU-AMI and the Communities regarding the implementation of activities;
- Mobilize and encourage the Communities’ participation for activities, including community based awareness sessions.

4.TEAM MANAGEMENT AND CAPACITY BUILDING
- Brief newly recruited personnel on their roles and responsibilities;
- Ensure the adherence of his/her subordinates to all PU-AMI’s policies, rules and regulations;
- Ensure the respect and implementation of HR procedures in accordance with PU-AMI’s Policies and Guidelines (i.e. daily management, disciplinary procedures, performance appraisals, leaves management, trainings and capacity building, etc.) in collaboration with the Human Resources department and support from line manager;
- Monitor and provide objective feedback related to the performance of the staff under his/her supervision (including staff performance appraisals every 6 months) to promote professional development;
- Assist the line manager in defining and implementing the required training(s) to subordinate(s) regarding task to be developed on the framework of the project;
- Ensure good communication, coordination and information level of each member of the field teams during regular coordination meetings (or other when required);
- Solve team conflicts and ensure team building and discipline;
- Coordinate the work of all Field Officers/Workers dedicated to these activities: weekly/daily planning explained during weekly/daily team meetings, daily planning prepared in advance to maximize Field Officers/Workers efficiency.
- Plan the working from home plan when required, and ensure that the modality is efficient, time bound and effective.

5. REPORTING AND COORDINATION
- Collect all information and oral/written reports on the progress of activities on a daily basis;
- Update the activities’ (i.e. minor rehabilitation, collective shelter rehab, distribution) follow up sheets on
a weekly basis and report regularly to the Shelter PM on the shelter progress;
- Assist the Shelter PM in Activity information reporting, RAIS and any other needed platform;
- Make a weekly report in English on the progress of activities;
- Report immediately any delay, problem or other relevant information to the Shelter Program Manager;
- Communicate with the other sectors and contribute to smooth internal and external referral pathways.

6.LOGISTICS & ADMINISTRATION
- Define the needs in items corresponding to the planned interventions;
- Ensure the follow-up and the proper use of materials and tools used during on-site works;
- Manage the supply of items to the work site in collaboration with logistics department;
- Use the PU-AMI forms for all exchange with the logistic & administration services;
- Implement daily worker payment and/or beneficiaries’ payment in coordination with the administrative department.

The tasks and responsibilities defined in this job description are non-exhaustive and can evolve depending on the project’s needs.

3-PRIORITIES OF THE DEPARTMENT
- Support the daily implementation of the shelter activities;
- Hands on the database for proper monitoring of the activities;
- Develop planning tools for daily follow up of shelter field officers’ tasks and responsibilities;
- Set up meetings with technical specialists/coordinators.
- Manage and update the project’s database.

MANDATORY REQUIREMENTS
Language skills: Fluent in Arabic and English;
Education degree: Bachelor degree in Architecture, Civil Engineering or relevant;
Work experience:
- 3 years of experience in a Shelter project;
- Strong knowledge in shelter standards;
- Experience in Minor Rehab/Collective Shelter Rehab/Distribution Activities .
Computer skills: Strong knowledge of Microsoft Office and Access database;
Others:
- Good knowledge in protection and social related topics;
- Excellent communication and listening skills with persons of concerns (displaced and host populations);
- Effective stress management;
- Ability to work under pressure and with short deadlines;
- Good problem solving skills;
- Good knowledge of the humanitarian and context;
- Excellent ability to work in a team;
- Ability to prioritize tasks.
- Valid driving license is an asset.
