Deminer - South Lebanon

1. Background/Summary

This position is part of a humanitarian mine action project aimed at clearing landmines and explosive remnants of war (ERW) in post-conflict areas. The project seeks to improve the safety of local populations and enable the safe use of land for agriculture, development, and resettlement.

SHIELD is seeking to recruit personnel and provide them with one month of training to become deminers. Once trained and certified, these deminers will remain on standby and will be recalled to work with SHIELD MAU once the necessary funding is secured.

2. Objective

The Deminer will be responsible for identifying, marking, and safely clearing landmines and unexploded ordnance (UXO) in affected areas, ensuring the safety of local communities and contributing to the humanitarian goal of removing the threat posed by mines and ERW.

3. Key Responsibilities

The Deminer will be required to perform the following tasks:

  1. Mine Detection and Clearance:

  - Safely detect and identify landmines, unexploded ordnance (UXO), and explosive remnants of war (ERW) using appropriate techniques and equipment (e.g., metal detectors, prodding, digging the soil).

  - Mark the hazardous areas and report findings to supervisors.

  - Assist in the safe removal, or destruction of mines and UXOs, following established procedures.

  - Work in a team to clear minefields and other affected areas in compliance with safety protocols.

  1. Safety and Risk Management:

  - Adhere strictly to safety protocols to minimize risks to oneself, team members, and the local population.

  - Use personal protective equipment (PPE) such as bomb suits, helmets, gloves, and eye protection.

  - Participate in regular safety drills and briefings to ensure readiness for emergency situations.

 

  1. Team Collaboration:

  - Work effectively within a team, under the supervision of site supervisors, team leaders and other specialists.

  - Communicate clearly and efficiently within the team and with local stakeholders.

  1. Community Interaction:

  - Engage with local communities to raise awareness of the risks posed by landmines and ERW.

  - Support community-based mine risk education (MRE) initiatives, if applicable.

  - Respect local customs, languages, and cultural norms while working in the community.

  1. Reporting:

  - Report to the site supervisor/team leader of the cleared areas, including the number of mines and any incidents.

  - Report progress and challenges to the team leader or site supervisor on a regular basis.

  - Ensure proper commitment with SHEILD MAU SOP and national/international mine action standards.

4. Qualifications and Requirements

- Minimum Age: 18 years old.

- Education: High school diploma or equivalent. Military background or additional technical qualifications or certifications are an asset.

- Physical Fitness: Must meet the physical health requirements for demining, including the ability to work in physically demanding conditions (e.g., walking long distances, carrying equipment, working in extreme weather).

- Mental Fitness: Ability to remain calm, focused, and precise under high-pressure and potentially dangerous situations. Psychological resilience to cope with the nature of the work.

 - Experience: Previous experience in demining or related fields (e.g., military, security, or engineering) is preferred but not required. New recruits will undergo intensive training.

- Training and Certification: Must complete a recognized demining training course that meets standards, such as those set by the National/International Mine Action Standards (NMAS)/(IMAS). Successful completion of the course will result in certification.

- Must be willing to wear and work in personal protective equipment (PPE) such as bomb suits, visors and helmets.

- Background Check: A clean criminal background check is required.

- Language: Proficiency in Arabic language is required. Knowledge of English language is an asset.

- Cultural Sensitivity: Ability to work respectfully and effectively with diverse communities in post-conflict settings.

5. Working Conditions

- Deployment: The deminer will be deployed in remote and potentially hazardous locations affected by landmines and UXOs. They will be required to work in teams and follow strict safety protocols.

- Field Conditions: Working in extreme weather conditions (heat, humidity, cold), on rough terrain, and sometimes in areas with limited infrastructure.

- Work Schedule: The role may involve long hours and the need for flexibility based on project requirements. Overtime may be required in certain situations.

- Transport: The position may require daily moving to and from remote areas.
