Function responsibilities include:
- Ensuring the day-to-day implementation and administration of assigned Watsan activities at project level, including but not limited to, water supply, excreta disposal, waste management, vector control, and dead bodies management.
- Ensuring that the MSF procedures and protocols are followed by the Watsan teams to guarantee the operational quality of the project.
- Ensuring the maintenance and repair of technical equipment in the project to guarantee an adequate running of Watsan activities.
- Ensuring the distribution of the materials and tools used in water treatment, hygiene, and sanitation (e.g. physical organization and inventory of stocks, receiving and processing orders for water, sanitation, and hygiene material, check that the amounts received are recorded, and check monthly consumptions, etc.).
- Supporting the Watsan Manager in ensuring an appropriate emergency preparedness and response capacity (physical verification of stocks, contacts, transport means, staff training). Ensuring appropriate assistance to the project response team and if required, participating in emergency activities or exploratory visits.
- Supporting the Watsan Manager in the team planning (e.g. staff rosters and admin, HR processes, etc.) and informing and involving the Watsan Manager in case of any major management or technical issue and providing all required reporting.
- Planning and supervising the HR processes (recruitment, training, performance evaluation, tasks definition and internal and external communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required for the activity.
- Participating in data collection and reporting as required.
Specific activities:
- Overseeing the daily execution and management of assigned WASH activities at the project level, which includes, but is not limited to, the provision, installation, connection, and rehabilitation of WASH facilities such as water tanks, indoor toilets, showers, external latrines, portable shower units, and systems for water storage and waste disposal. This may involve excavating and constructing filtration pits, grease traps, or septic tanks; conducting water sample collection for testing; and performing water chlorination, as well as managing waste (solid, biological, or medical).
- Ensuring WASH service providers adhere to MSF’s procedures and protocols to uphold the project’s operational quality.
- Notifying and engaging the WASH Manager in case of any challenges that could impact the efficient execution of activities and tasks within their area of responsibility.
- Carrying out field assessments using the provided tools and keeping updated records of implemented activities.
Requirements
Education
- Essential: Secondary education and formal technical training diploma/degree in one of the following specializations: water and sanitation, civil or mechanical engineering.
Experience
- Essential: At Least 2 years of relevant experience in sanitation, technical logistics or related field, of which at least 1 in supervisory/managerial positions.
- Desirable: Previous experience with MSF or other local and/or international NGOs.
Languages
- Essential: Full professional proficiency using the Arabic Language.
- Essential: Limited to full professional proficiency using the English language.
- Desirable: Elementary to limited professional proficiency using the French Language.
Knowledge
- Essential: Basic to intermediate computer literacy using MS-office applications (MS-Word, MS-Outlook, MS-Excel).
