Accounting and Finance Officer

Background

Dawaer Foundation is a non-governmental organization committed to cultivating a democratic and peaceful society that upholds human rights. To ensure the smooth financial and administrative operations of the organization, we are seeking a Finance Officer to oversee accounting, procurement, human resources, and office logistics. The selected candidate will play a key role in maintaining compliance with financial regulations, donor requirements, and internal policies.

Position Summary

The Finance Officer will be responsible for managing all financial and administrative aspects of Dawaer Foundation, ensuring transparency, efficiency, and accountability. The role requires strong financial management skills, experience in donor reporting, and a solid understanding of procurement and human resources management.

Key Responsibilities

Financial Management and Reporting:

  • Review and verify payments and financial reports, ensuring compliance with Dawaer’s policies and procedures.
  • Provide full financial reporting to donors, including expenditure tracking and reconciliation.
  • Generate monthly and yearly financial reports detailing organizational expenditures.
  • Prepare Budget vs. Actual reports for all running projects.
  • Maintain accurate bookkeeping records using SoftLink and ensure monthly financial reconciliations.
  • Oversee monthly petty cash replenishments and ensure proper financial documentation.
  • Assist auditors in the preparation of yearly audit reports and the renewal of Ministry of Interior documentation.

Procurement and Logistics:

  • Ensure compliance with procurement processes, including request for quotations, quotation analysis, fee negotiations, contract preparation, and payment follow-ups.
  • Manage office assets, furniture, and equipment, ensuring proper maintenance and procurement.
  • Administer office rent, utility payments, and other operational costs.
  • Oversee procurement activities for running projects, ensuring transparency and efficiency.

Human Resources and Administration:

  • Oversee the administration of office operations, including human resources management.
  • Manage staff and consultant contracts, ensuring timely payments and compliance with organizational policies.
  • Conduct proper filing and documentation, ensuring all financial records are scanned, recorded, and maintained.

Required Qualifications and Experience

  • Bachelor’s or Master’s degree in Finance, Accounting, or a related field.
  • Minimum of 5 years of experience in financial management, preferably in the NGO sector.
  • Strong knowledge of financial reporting, procurement, and donor compliance.
  • Experience working with accounting software, preferably SoftLink.
  • Excellent analytical skills and attention to detail.
  • Strong organizational and time management abilities.
  • Proficiency in Microsoft Office, particularly Excel.
  • Fluency in Arabic and English (spoken and written).
