Background
The “Recovery Response in the South to IDPs and Affected Population by the War in Lebanon” project’s objective is to address immediate and life-saving humanitarian needs as a result of conflict in Lebanon.
The education intervention aims to enhance access to learning opportunities and promote the well-being of children affected by the crises through retention support and mental Health and psycho-social support (MHPSS) activities.
The Field officer is based in the project implementation center in the South, in Saida. She/He works under the direct supervision of the field coordinator and the project coordinator. She/He oversees the project implemented in the south area. She/he is responsible for smoothly implementing activities in close coordination with various stakeholders.
Main responsibilities
- Supervision
- Coordinating with the field coordinator and the team members to design the schedule of activities and its adaptation over the project’s duration.
- Ensuring the smooth implementation of the project's activities according to the planned timeline of the project and the schedule of activities ensuring coordination within the team on a daily basis. Ensuring the smooth implementation of the capacity-building activities for the team members (logistics, attendance, etc.) in collaboration with the field coordinator.
- Supervising the logistic aspects of the project, including completion of monthly inventories, distribution of learning kits (and other kits) sending purchase requests, and coordinating with relevant stakeholders for the center’s rehabilitation/maintenance when needed.
- Conducting classroom observations, taking into consideration all the education department procedures in cooperation with the field coordinator and the Learning Development Coordinator.
- Following up on the curriculum implementation through the educators’ planning sheets, observation visits, and reporting tools.
- Ensuring that the Child Protection Protocol is followed by the team members and the center staff.
- Supervising the implementation of the MHPSS plan.
- Outreach Activities
- Following up on the outreach activities. Building trustful relationships with the beneficiaries’ caregivers and the community members with the support of the social worker.
- Conveying the challenges and difficulties expressed by parents regarding their children’s education.
- Referral Activities
Ensuring smooth follow-up for internal referrals
- Following up on cases referred internally by the social worker and the other team members.
- Ensuring the social worker is referring cases to the appropriate services offered by Amel following the established referral pathways
Ensuring smooth external referral pathways
- Ensuring a smooth referral process with external actors (provision of information, follow-ups, etc.).
- Coordination
- Coordinating with Amel community centers’ programs’ staff (Health, Protection, etc.) for referrals, and improvement of internal practices (experience sharing).
- Developing AMEL’s network with relevant stakeholders in the area to increase opportunities for external referrals.
- Coordination with multiple sectors if necessary to complement the services provided by Amel (including schools, vocational services providers, municipalities, SDCs, etc.).
- Coordinating with the Education sector on the regional level under the supervision of the project coordinator and the field coordinator (Education Sector Partners’ meetings, regular meetings/phone calls with education NGOs, etc.).
- In collaboration with the project coordinator and the field coordinator, developing AMEL’s network in the area to increase opportunities for external referrals.
- Creating a local mapping of the service providers in the area
- Monitoring and Evaluation and Reporting
- Ensuring the smooth implementation of the Monitoring and Evaluation plan for the project.
- Contributing to the data collection whether for quantitative information (attendance, education performance, outreach, etc.) or qualitative information (Focus Group discussion, base/end line questionnaire, etc.).
- Ensuring the weekly reporting of the activities, achievements, and challenges. Submit weekly reports to the project coordinator and the field coordinator.
- Submitting other narrative reports such as Focus Group Discussion results / community events reports /Success stories/ distribution reports, etc.
Qualifications, Skills and Requirements:
- University degree in education, management administration, or a relevant field.
- A minimum of 1 year of working experience in the Humanitarian Sector, preferably in the Education Sector.
- Good knowledge of the Lebanese Education system and the Non-Formal Education regulations.
- Good knowledge of core principles of Children's Rights Do No Harm, as well as Education in Emergencies minimum standards.
- Strong communication skills and ability to work in collaboration with multiple stakeholders and staff members.
- Fluent in English and Arabic (oral and written).
- Experience in data gathering.
- Sharing of key humanitarian values with cross-cultural sensitivity.
