Recruitment of a Researcher on Renewable Energy Laws and Policies

1. About LOGI

LOGI is an independent non-governmental organization based in Beirut that promotes the transparent and sound management of Lebanon’s oil and gas resources. It aims to develop a network of Lebanese experts in the global energy industry and provide them with a platform to educate Lebanese policy makers as well as Lebanese citizens on the key decisions facing the oil and gas industry. It focuses on public awareness, policy development, advocacy, and capacity building to help Lebanon maximize the economic and social benefits of its oil and gas wealth – and avoid the resource curse. LOGI is the first Lebanese NGO member of Publish What You Pay (PWYP).

 

2. Purpose and Scope of Work

LOGI is seeking a Researcher on Renewable Energy Laws and Policies to conduct an in-depth analysis of Lebanon’s regulatory framework. This research will identify gaps, inefficiencies, and areas for reform, providing a foundational knowledge base for the development of the Renewable Energy Governance Index. The researcher will work closely with LOGI and the Energy Governance Consultant, supplying key legal and policy data necessary for the index's development.

 

3. Key Responsibilities

The researcher will be responsible for:

· Conducting a comprehensive review of Lebanon’s renewable energy laws, policies, and regulatory frameworks, identifying key strengths and weaknesses.

· Mapping institutional responsibilities and governance structures within the energy sector.

· Identifying gaps and inefficiencies in existing laws and policies, particularly those affecting transparency, investment, and implementation.

· Providing structured research findings in a well-organized report that will serve as a reference for the development of the Renewable Energy Governance Index.

· Collaborating with the Energy Governance Consultant, offering insights and data necessary for the design and scoring methodology of the index.

· Participating in coordination meetings with LOGI’s team and the Energy Governance Consultant as needed.

 

4. Tender Evaluation Criteria:

The tender will be evaluated and selected based on the following criteria:

Experience required: three to five years of experience in energy policy research, governance studies, legal analysis, or any related fields.

Education degree: A degree in public policy, Energy Studies, Political Science, law, or a related field.

  • Proven experience in research, consultancy and the mentioned topics.
  • Track record of delivering quality products to tight deadlines.
  • Excellent communication, influencing, and engagement skills.
  • Good analysis skills.
  • Knowledge on politics of Lebanon and other resource rich countries in the region.
  • Fluency in English and Arabic
