- Brief information on the project
In partnership with WZB, the Rigorous Impact Evaluation of the project “Strengthening Inclusive Local Governance and Vertical Social Cohesion in Lebanon” project’s objective is to Evaluate how participatory planning and decision-making, involving municipal representatives, civil society, and community members, affects citizens’ trust and efficacy with respect to local government (at municipality level) through a comprehensive rigorous impact evaluation (RIE). The project is implemented in Bekaa, South Baalbak, Hasbaya and Mount Lebanon.
- Context
we will work on the micro level, engaging directly with the local communities of the chosen municipalities to assess whether or not, how and why, participation in collective decision making alters their level of trust in local authorities. This will be done following qualitative and quantitative methods throughout the duration of the project implementation in partnership with WZB. BF and WZB have agreed on a research proposal that seeks to analyse collected information (before, after and during project implementation) from citizens who participate in decision-making regarding socio-economic projects, in order to measure attitudinal and behavioural changes toward local governments as a result of their participation.
- Duration:
Berghof shall hire the contractor for one year, renewable based on performance and budget availability.
This is a 20% position.
- The contractor shall provide the following work/service:
- Foster and maintain a positive relationship with the donor, ensuring constant positive communication and providing immediate response to the donor’s enquiries.
- Balance the achievement of project milestones and our duty of care towards the subordinates, by working with the security advisor to maximize efficiency and minimize risk.
- Lead on the project(s) aspects: strategic direction, preparing content and concepts, accompanying and conducting meetings with relevant stakeholders, oversee logistics and finance and planning.
- Coordinating with project teams to ensure that the rigorous impact evaluation methodology is implemented effectively across all stages.
- Overseeing the evaluation process to ensure that data collection, analysis, and reporting adhere to the highest standards of accuracy and reliability.
- Ensuring the timely completion of evaluation milestones and that the evaluation tools are applied appropriately.
- Overseeing the data collection process to ensure that it is happening as per the approved methodology.
- Managing field teams and ensuring they are adequately trained in the project methodology.
- Ensuring the impact evaluation follows the chosen methodologies (e.g., randomized controlled trials, quasi-experimental design)
- Overseeing the adaptation of methods if new challenges or variables arise during implementation, ensuring these adaptations do not compromise the evaluation’s integrity.
- Supervising the analysis of collected data to ensure that the correct statistical and evaluation models are applied
- Working closely with data analysts or researchers to ensure the results are interpreted correctly and in line with the project’s objectives.
- Assist in the development of the country strategy.
- Oversee the day-to-day operations, ensuring efficient and effective implementation of programs and initiatives.
- Support the Head of Office in coordinating and implementing all Lebanon-related project activities.
- Liaise and build relationships with Lebanese stakeholders and international partners.
- Conduct background research, sound analysis and support the development and support/oversee the drafting of project publications and training materials.
- Ensure proper documentation of activities and take responsibility for project reporting (e.g., donor reports, workshop and activity reports) in coordination with the project team.
- Backstopping of team with regards to finance and activity coordination, resource planning, administrative management and logistics oversight.
- Liaise and closely coordinate with the finance department to prepare budget narratives, extensions and monitor overall spending.
- Develop new project ideas and concept notes and contribute to fundraising together with the Head of Office.
- Cooperate closely with Berghof Foundation Lebanon and MENA teams as well as Berlin-based staff members.
- Perform additional tasks upon the request of the Head of Office.
- Provide support with co-facilitation related to the project.
2. Qualifications of proposed Consultant
- General qualifications
Education:
You hold a Master’s degree within a relevant field such as Peace and Conflict Studies, Political Science, International Relations or similar or relevant work experience.
You have more than 7 years of relevant work experience in project management
You have more than 7 years of relevant experience working with municipalities, local development and social cohesion projects within a larger team in Lebanon
Excellent verbal and written language skills in Arabic and English are required
