The Project Manager will be responsible for providing overall leadership management and general technical direction of the project, ensuring an integrated vision among different components and a focus on achieving the results defined in the contract.
He/she will supervise project dedicated team (two field officers) and coordinate with operations and MEAL departments in order to establish an effective monitoring system, to harmonize tools/methodologies in all the project areas, to set up standard operational procedures and to ensure correct allocation of all the necessary resources.
Beside those specific tasks, regular tasks related to the position will be:
Planning and managing the project’s resources:
- Design activity overall, quarterly and monthly plans, supervise their implementation and propose updates and amendments as needed either in relation to direct or indirect implementation;
- Personally participate in regular field monitoring visits and supervise the proper monitoring of project impact, assessing the effectiveness of each activity in relation to expected outcomes;
- Provide overall guidance in facilitating the development of Action Plan by SDCs directors, ensuring AVSI maintains a facilitation role while fostering the capacities and ownership of SDCs staff;
- Support SDCs directors and team in the analysis of logistics and financial needs for the delivery of services;
- Ensure a continuous collaboration with MoSA staff and focal points appointed;
- Participating in the program coordination mechanisms established by AICS, with MoSA representatives;
- Budget management in coordination with the Operations and Finance department;
- Correctly implement the Donor’s and AVSI administrative and financial procedures ensuring compliance with the support of AVSI Operations;
- Support project staff and partners in activities’ implementation and problem-solving;
- In coordination with the HR department:
- Support the development and human and professional growth of staff,
- Make sure the HR policies are correctly shared implemented and refreshed,
- Support the recruitment process of the project staff needed,
- Participate in the HR planning and appraisal system,
- Facilitate the organization/implementation of trainings organized by the AVSI, WGs, donors, Ministries, etc. for the staff.
Monitoring, reporting and communicating:
- Contribute to the overall process of coordination, harmonization and learning and promoting sharing of good practices and lessons learnt with the entire program team;
- Implement the Program’s monitoring & evaluation system in collaboration with the MEAL department;
- Ensure accountability standards towards beneficiaries and stakeholders are met, in line with AVSI Accountability SOPs;
- Draft and get approval of the interim narrative and financial reports as requested by the donor (annual and QIN) and AVSI;
- Provide regular reporting to Program and Operations;
- Ensure timely correct reporting to Sector or Interagency (e.g. activity info, etc.) in collaboration with the MEAL department;
- Collaboration with the Communication Department with regular updates and documentation (written, photographic, video etc.).
Coordination:
- Act as liaison to the donor, in coordination with the Head of Programs, formally regularly and accurately reports to the HoP and the CR on outcomes of strategic and operational relationship with AICS;
- Support AVSI to maintaining and developing the relationship with the Donor, including:
- Attending/organising and facilitating field visits,
- Providing information and documentation to the Donor when requested,
- Coordinate and Laise with ministry of education on vocational training activities and curricula
- Coordinating with actors operating in the target areas,
- Represent and attend Social Stability and Basic Assistance working groups
- Participating to the donors’ coordination mechanisms providing positive inputs,
- Participate in relevant regional and national coordination mechanisms in BA and other relevant sectors. Facilitate the effective exchange of data and information within the Program Department and, where applicable, with other departments;
- In coordination with the HoP and the CR, maintain good coordination mechanisms with the MoSA even beyond the scope of the Elissa program;
- Under the guidance of the CR and HoPs, represent and liaise with authorities, local organisations and UN agencies;
- Promoting synergies and coordination with other AICS funded actions;
- Calling for and leading regular project meetings and sharing the minutes;
- Participating in the:
- AVSI Management meeting
- Project progress meeting
- Project staff training with other AVSI staff
- Establish a productive coordination mechanism with the other Italian NGO funded under this program;
- Proven experience in coordinating with local authorities in Lebanon; prior experience working with or coordinating with MoSA is an asset.
- Previous experience in the Basic Assistance and Cash Assistance sectors is a strong asset.
- Familiarity with the South and Nabatieh regions is preferred.
- Experience with EU-funded projects is an asset.
