Position Summary:

The Area Coordinator for Skills Development & Livelihood is responsible for overseeing and implementing skills development, vocational training, and livelihood programs in the Beirut and Mount Lebanon (BML) region. This role focuses on enhancing youth employability, facilitating business startups, and strengthening partnerships with training institutions and private sector employers. The coordinator will work closely with the Area Manager, field teams, and education & livelihood program staff to ensure effective program delivery and impact. The ideal candidate will have strong project management skills, experience in workforce development, technical proposal writing, budget planning, and collaboration with private sector entities.

 

Key Responsibilities:

  • Skills Development & Livelihood Program Implementation:
  • Oversee youth selection, retention, and engagement to ensure full participation in vocational and skills development programs.
  • Support upskilling and career progression for previous program graduates to enhance their job readiness and entrepreneurial potential.
  • Develop and submit technical proposals and budgets with potential partners, identifying and selecting strategic training institutions and private sector partners.
  • Design and implement business development strategies, identifying youth with high-potential business ideas and supporting them in launching their ventures.
  • Provide ongoing mentorship and follow-up for program participants, ensuring effective learning and smooth transition to employment or self-employment.
  • Conduct mapping of vocational training providers, SMEs, and potential employers to expand opportunities for youth.
  • Oversee the approval and verification of payment requests, ensuring partners' compliance with financial and programmatic requirements.
  • Ensure that all training programs align with market demand and comply with program criteria and quality standards.
  • Promote a safe, respectful, and inclusive learning environment, reporting any safeguarding concerns or incidents immediately.
  • Address implementation challenges and escalate them to the supervisor with proposed solutions.
  • Ensure proper visibility and branding of Anera and donors across all program activities.
  • Identify apprenticeship and internship opportunities with SMEs and private sector partners, ensuring signed agreements and compliance with due diligence.
  • Strengthen mentorship and career coaching initiatives, guiding local partners in facilitating networking and employability events.
  • Provide technical and operational support to local partners to enhance their capacity in program delivery.
  • Lead and coordinate the BML field team, including field coordinators and assistants.
  • Assist in office-related tasks, events, and field visits as assigned by the Area Manager/ Program Manager.

 

Monitoring & Evaluation (M&E):

  • Adhere to the M&E framework to track progress, measure impact, and ensure program effectiveness.
  • Utilize M&E tools to collect and analyze quantitative and qualitative data on youth employment outcomes.
  • Ensure the accurate and timely collection of data, including registration records, attendance tracking, and beneficiary progress updates.
  • Maintain up-to-date contact lists and follow-up tools to track youth career progression and employment outcomes.
  • Monitor and ensure compliance with grant agreements, Anera policies, and relevant regulations.
  • Conduct site visits and training observations to assess program quality and beneficiary engagement.
  • Ensure that training locations are accessible, inclusive, and equipped to accommodate youth with disabilities.
  • Provide weekly, monthly, and quarterly reports to the Area Manager, summarizing program performance, challenges, and impact.

 

Reporting & Documentation:

  • Prepare detailed reports on program activities, challenges, and outcomes for internal and external use.
  • Contribute to the development of tracking and monitoring tools to measure program impact effectively.
  • Submit weekly and monthly updates to the Area Manager and support the preparation of quarterly donor reports.
  • Report any risks, implementation barriers, or protection concerns, including youth dropouts, absenteeism, or safeguarding incidents.
  • Ensure all partners provide timely and accurate reporting on program implementation.
  • Perform other duties as assigned by the supervisor.

 

Qualifications & Experience:

  • Bachelor’s degree in Business Administration, Social Sciences, Education, Economics, or a related field.
  • Minimum of five years of experience in skills development, vocational training, livelihood programming, or workforce development.
  • Strong understanding of labor market trends, private sector engagement, and business development strategies.
  • Proficiency in Google Workspace (Docs, Sheets, Forms, Drive, etc.).
  • Excellent interpersonal, communication, and stakeholder engagement skills.
  • Strong analytical and problem-solving abilities, particularly in program implementation and M&E.
  • Ability to analyze labor market trends and tailor program interventions to meet evolving needs.
  • Experience working with the private sector, NGOs, and local partners
  • Fluency in Arabic and English (written and spoken).
