Functional Review Consultant

Overview:
CARE established its presence in Lebanon in 2006 and has been responding to the Syrian Crisis since late 2012. Among CARE’s key imperatives is putting people it serves first through implementing cutting edge programming in areas it operates. CARE currently carries out activities in Beirut, Mount Lebanon, Akkar, North Lebanon, South Lebanon, and the Beqaa Valley. CARE implements both emergency and development projects contributing to livelihood, food security, protection, gender, shelter, and water, sanitation and hygiene. It targets the most vulnerable people and populations, both host communities and refugees. Over the course of 7 years, it has supported over than half a million beneficiaries.
In Lebanon, CARE’s program strategy for the upcoming years will focus on strengthening and expanding its emergency response and capacity to provide basic assistance services while pursuing development projects in areas of food security and livelihood support, gender and protection. CARE intends to maintain its presence in all areas of Lebanon.



Mission’s Overall Objective:

CARE International in Lebanon (CIL) is seeking a consultant to assess in-depth current organizational set up in all departments, units, within the Country Office.



Specific objectives:

  1. Come up with recommended organizational structures which are sound and would serve three different scenarios for the CO.
  2. Final recommendation paper with all functions within the CO for review and approval of Country Director including proposition of integration of key existing competencies.

     

Methodology:

  1. Consultation of HQ and SMT key informants
  2. Complete analysis and review of current CO’s existing JDs
  3. Perform a mapping of key competencies
  4. Individual meetings with all managers and directors of CARE International Lebanon.
  5. Focus group discussions with various individuals within CO.
  6. Workshop with SMT on what constitute the best organizational structure as we enter a new phase.
  7. Review of the current process and workflow at the CO (i.e. Program cycle, support functions, management, etc.)
  8. Communication mapping or in-depth review of RACI exercise, including relationship management with stakeholders (i.e. partners, donors, etc.).
  9. De-briefing with CARE Lebanon SMT/HQ

 

Contacts:

The focal point for this consultancy will be CARE Lebanon Country Director. CARE Lebanon staff will facilitate logistical support; arrange/attend meetings; provide interpretation if necessary; and provide background information concerning CARE Lebanon’s capabilities in advocacy area; and give feedback on the feasibility/appropriateness of proposed strategies. 

 

 

Qualifications And Experience:

  • Minimum of 10 years of assessing management structures, systems and processes.
  • Experience of solving complex structural and office culture issues with the right approaches
  • Experience in designing/developing pragmatic ways of working (i.e. doing business) for reputable NGO institutions.
  • Experience in developing structures which allow for growth and expansion or in worse case scenario for restructuring
  • Experience on identifying ‘niche’ for workforce and ambition of the organization
  • Experience in competency development, job evaluation, and grading assessment
  • Very good in conducting interviews/focus group discussions with key stakeholders.
  • Good understanding on reading and linking the financial status to the actual organizational structural needs 
  • Good understanding of key trends in international and humanitarian development
  • Excellent communication skills (verbal and writing skills)
  • Proven record of successful organizational reviews
  • Flexible and adaptable to dynamic changes and fast-paced work environment
  • High level of financial and ethical integrity

Proposals will be accepted until 5:00 PM [April  14, 2025], delivered via email solely to (procurement@careliban.org), no later than the above specified date.

Any proposals received after this date and time will not be accepted.  All proposals must be signed by an official agent or representative of the company submitting the proposal.

If the organization submitting a proposal must outsource or contract any work to meet the requirements contained herein, this must be clearly stated in the proposal.  Additionally, all costs included in proposals must be all-inclusive to include any outsourced or contracted work.  Any proposals which call for outsourcing or contracting work must include a name and description of the organizations being contracted.  

All costs must be itemized to include an explanation of all fees and costs.  

Contract terms and conditions will be negotiated upon selection of the winning bidder for this RFP.  All contractual terms and conditions will be subject to review by the CARE legal department, and will include scope, budget, schedule, and other necessary items pertaining to the project.

You must respond to every subsection including statement, question, and/or instruction without exception.

Any verbal information obtained from, or statements made by representatives of CARE shall not be construed as in any way amending this RFP.  Only such corrections or addenda as are issued in writing by CARE to all RFP participants shall be official.  CARE will not be responsible for verbal instructions.
