1. Introduction

Abnaa Saida Association, a non-governmental organization operating in Saida, is seeking qualified and experienced transport service providers to submit tenders for the provision of 3 mid-size buses (30-seater capacity) to support our field activities.

This is a 8 months contract for scheduled transfers 3 days per week within central Saida, primarily for Educational purposes.

2. Scope of Services

The selected vendor will provide:

Three (3) fully operational buses with a minimum of 30 seats each.

Regular transfer services within central Saida, 3 days per week, afternoon shifts (specific schedule to be provided upon contract award).

Licensed drivers with valid permits and good safety records.

Fuel, maintenance, and insurance coverage for the entire contract duration.

Clean and roadworthy vehicles with air conditioning and safety features.

3. Eligibility Criteria

Interested service providers must submit:

Company registration documents.

Valid transportation license and operating permits.

Proof of vehicle ownership or access (lease agreements accepted).

CVs or profiles of proposed drivers.

Evidence of previous experience with NGOs or similar projects.

Insurance documentation for vehicles and passengers.

4. Tender Submission

Proposals should include:

Technical Offer: detailing the company’s capacity, staff, and relevant experience.

Financial Offer: clear pricing per month or per service day, inclusive of all costs.

Submissions must be in sealed envelopes, clearly marked:

5. Evaluation Criteria

Tenders will be evaluated based on:

Vehicle condition and compliance with specifications (30%)

Experience in similar service provision (20%)

Driver qualifications and safety record (10%)

Pricing and value for money (30%)

Responsiveness to the schedule and flexibility (10%)

6. Additional Notes

Late or incomplete submissions will not be considered.

The ASA is not obligated to accept the lowest bid.

Only shortlisted bidders will be contacted.

The contract may be extended based on performance and funding availability.
