Today, MSF provides independent, impartial assistance in more than 60 countries to people whose survival is threatened by violence, neglect, or catastrophe, primarily due to armed conflict, epidemics, malnutrition, and exclusion from health care or natural disasters. MSF in Lebanon currently has 2 projects mainly on primary health care and mental health, in Nabatiyeh and the Bekaa valley.

  • Starting date: ASAP

  • Scope of responsibility:

Assist and support the Medical Coordinator in the implementation of the overall medical content, activity and resources in the missions, by assuming some tasks delegated by him/her and giving personal as-sistance in other specific activities, in order to facilitate the proper medical management of the projects and medical follow-up of the staff in the mission.

 

  • Accountabilities:
    • Participating actively in reflections and discussions on the evolution of MSF programs in the mission, contributing with his/her background and experience to the improvement of overall performance, adapting it to the changing reality and context.
    • Participating in the collection of medical information (meetings, reports, articles, etc.) and data (epidemiological data, statistics, etc.).
    • Supporting project development by answering medical questions from the field, participating in briefings and debriefings of medical staff and replacing temporarily a member of the field team, when necessary, in order to keep a smooth functioning of the projects.
    • In support of the medical coordinator, representing MSF in meetings or with different stakeholders. Assisting the MedCo in the stakeholder mapping (organigram of MoH, etc.)
    • Following-up patients referred by MSF field teams to the capital, organizing their transport, setting their further referral to reference facilities previously identified, doing follow-up on the treatment they receive and their evolution, and carrying out the administrative tasks associated, in order to keep special attention to most the complicated or sensitive cases.
    • In the absence of a Mission pharmacy manager, organizing and managing the central pharmacy in the Mission, managing medical stock, updating emergency boxes, preparing and dispatching medical orders requested by the field, and participating in drawing up international orders and organizing their reception, in order to ensure the efficiency and effectiveness during the whole supply process.
    • Ensuring that all staff using medical devices are qualified and trained. Ensuring cleaning and minor maintenance tasks are performed according to the protocols. Reporting any malfunction to the project biomedical service.  
      • Carrying out medical follow-up of all MSF national and international staff in application of MSF staff health policies, supervising together with the administrator the medical expenses associated, in order to protect personnel’s health state while keeping close control to the resources required.
      • Carrying-out administrative, information gathering and data collection tasks, and regular reporting, in order to have updated and reliable information about the day-to-day activity in the project and support decision-taking.
      • On the request of the Medical Coordinator, carrying out extra tasks (one-off reinforcement for a field team, participation in an evaluation, etc.).

 

  • Specific activities:
  • Reviewing, implementing, and supporting the national staff health policy in Lebanon.
  • Following up on tasks related to updating the national staff health policy and pursuing the development of an intersectional policy with the support of the Medical Coordinators.
  • Processing national staff’s dental, optical and mental health reimbursements (unless the health policy changes) with the assistance of the Finance department.
  • Supporting the Medco/DMedCo and the Finance department/HR in reviewing health plans offered by various insurance companies during competitive bid analyses, using the ‘Common Frame’ as a guide.
  • Ensuring that staff in Coordination and projects are aware of health benefits and the medical reimbursement process through regular ‘refreshers’.
  • Briefing new arrivals (both locally and internationally recruited staff) on their health benefits and the reimbursement application process, with internationally recruited staff covered via MSH International.
  • Serving as the designated focal point at the Coordination level to follow up on pending medical reimbursements or request preapprovals for staff (both at Coordination and project levels) with the insurance company if the staff have unsuccessfully attempted to resolve issues themselves.
  • Supporting internationally recruited staff with any health-related requests.
  • Actively updating the medical department on changing national protocols, guidelines, and policies.
  • Managing the inventory of the staff health pharmacy and prepared medical kits.
  • Coordinating with the Pharmacist/Pharma Manager regarding expired items and placing staff health orders.
  • Conducting annual revisions of the staff health policy and following up on medical expenses related to staff health.
  • Monitoring the health situation across projects and providing medical input when needed, in coordination with the MedCo and the Staff Health Unit.
  • Monitoring, validating, and approving sick leave requests at the Coordination office.
  • Assisting international mobile staff in emergencies by supporting assessments and investigations and preparing donations or Mobile Medical Unit (MMU) health kits.
  • Supporting project medical referents with staff health-related requests.
  • Coordinating with the Psychological Staff Health Unit and externally contracted psychologists to support mental health needs among staff

 

  • Requirements:

Education

  • Essential: Medicine or paramedical degree (i.e. Medical Doctor; Nurse, …) from a recognized university
  • Essential: Respective ministry of public health practice license
  • Essential: Certificate of registration at respective Lebanese order

 

 

Experience

  • Essential: 3 years of previous working experience in the medical field.
  • Desirable: Previous working experience with local or international non-governmental organization.
  • Desirable: Previous working experience in staff health and/or Staff health insurance.

 

Languages                            

  • Essential: Full professional proficiency using the Arabic and English Language
  • Desirable: Proficiency in French at any level.

 

 

Knowledge

  • Essential: Advanced knowledge of Microsoft Office Word, PowerPoint, and Outlook.
  • Desirable: Intermediate Knowledge of Microsoft Office Excel.
  • Desirable: General knowledge on NSSF reimbursement procedures
