LOGISTIC MANAGER

Introduction about MSF:
Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organization that delivers emergency aid to people in 70 countries who are affected by armed conflict, epidemics, natural disasters and exclusion from healthcare. MSF offers assistance to people based on need, irrespective of race, religion, gender or political affiliation and our actions are guided by medical ethics and the principles of neutrality and impartiality.
We offer basic healthcare, perform surgery, fight epidemics, rehabilitate and run hospitals and clinics, carry out vaccination campaigns, operate nutrition centers, and provide mental healthcare. Our activities include the treatment of injuries and disease, maternal care and the provision of humanitarian aid. Where necessary, we set up sanitation systems, supply safe drinking water, and distribute relief to assist survival.
Main Objective of the position:
The logistics manager will be responsible for planning, coordinating and monitoring all logistics related activities in the project or capital and providing support to medical assistance activities, according to MSF protocols and standards in order to ensure an optimal running of the project.
Accountabilities:
• Assisting the Project Coordinator or Logistics Coordinator in the definition and follow-up of logistics activities in the project, in conjunction with other medical project managers in order to identify and give a response to the needs of the targeted population.
• Ensuring and monitoring the implementation of logistics/technical activities in the project including the following:
construction, transport of goods and staff, communications, water and sanitation, vehicles and engines, equipment/installation and infrastructures.
• Implementing all administrative related activities linked to logistics (orders, contracts, work receptions, etc.).
• Participating in the planning and implementation, together with the Logistics Coordinator, the Project Coordinator and the HR Coordinator, the HR associated processes (recruitment, training, briefing/debriefing, evaluation, detection of potential, development and communication) of the logistics staff in the project in order to ensure both the sizing and the amount of knowledge required to correctly perform all logistics activities.
• Ensuring technical reference for all logistics/technical issues in the project and providing coaching to logistics staff under his/her responsibility. Ensuring all staff in the Project is properly briefed about use of communication tools (handsets, HF/VHF, etc.).
• Defining and monitoring technical aspects of the project risk reduction policy, transport, communication, protection, identification and preparation of the technical aspects of the project security policy and guidelines, evacuation plan and contingency plan, performing day-to day monitoring of the application of security rules and reporting to the Project Coordinator any problem that may arise. For this purpose, the Project Logistics Manager will have to create an appropriate environment to facilitate security exchange of information.
• Participating in monthly reports according to guidelines.
Specific Accountabilities:
• Managing LOG activities according to defined budget, participating in budgetary forecast.
• Preparing, conducting and managing facilities, rehabilitations, equipment’s provision to MSF facilities (Saida /Tyr Base, office, Guesthouse, Saida warehouse) and Health facilities supported by the project.
• Ensuring that premises observe security norms and monitoring the consumption of mechanical and electrical vehicles/machines/devices.
• Ensuring transparent follow-up for any contractor/supplier related work, from quote via contract, invoice till delivery and MSF reception documentation.
• Planning and conducting NFI distributions according to project agreements, ensuring clear communication lines with municipality, Civil Defence, or any other partner organisation.
• Coordinating drivers’ team under his/her responsibility which includes drawing up their working schedules; organizing and leading team meetings; participating in the recruitment of team personnel. Instructing and monitoring drivers on correct driving habits and standard checks.
• Managing movements, implement security related processes for movements.
• Ensuring the vehicle fleet maintenance which includes following up on timely preventive and curative maintenance of all project vehicles.
• Ensuring all logistic equipment inventory, preventive and corrective maintenance are done on time by subordinated staff.
• Supervising Log-Supply Supervisor in his daily logistics and supply tasks and ensuring documented follow-up on any MSF asset related activities.
• Supporting project warehouse related activities for necessary HR, delivery (from/to) movements and supply activities.
• Building collaborative management line with Supply Team Leader, who assumes functional manager role for Log-Supply Supervisor.
• Supervising Warehouse Supervisor for warehouse related activities, ensuring smooth space management and safety implementation.


Requirements:
Education:

Essential: Bachelor’s degree or technical diploma in business, management, engineering or equivalent
Experience:
Essential two years of relevant working experience in a managerial position
Desirable experience with MSF or other humanitarian organization.
Languages:
Full proficiency in English and Arabic
Knowledge:
Knowledge of South Lebanon governorate – Jezzine, Saida, Tyre, Bekaa – context and political, civil, and economical dynamics
Essential knowledge of office tools including excel, word and Sharepoint.
