Multiplier/ Replication Consultant

 

Background:

SHiFT, in partnership with Oxfam, Right to Play, and ALEF, is implementing a European Union-funded project titled “Working for Engagement, Acceptance and Mediation: A Community-based Approach to Social Cohesion in Lebanon – WE’AM.” The project is being implemented between March 2023 and February 2026 in Lebanon. WE’AM aims to leverage experiences and complementarities to build consensus and stimulate lasting social cohesion initiatives in Lebanon following three working streams: addressing drivers of tensions at the community level; disseminating gender-responsive conflict prevention and resolution tools and methods; mainstreaming community-level social cohesion into programming.

The partners operate in a total of 12 geographical localities, as per the following:

  • Jabal Mohsen/Tebbeneh - Tripoli

Job Summary

This Terms of Reference document serves to describe the assignment for a consultant with expertise in creating a multiplier/replication document prepared of lessons learnt from activities conducted by WE’AM consortium such as:

  •  A1.1.2: Mapping, reactivation and establishment of women and youth groups and Local Mediation Groups
  •  A1.1.3: Delivery of a capacity building package to women and youth groups on peace building, community projects design, advocacy and communication
  • A1.2.1: Co-design, implementation and monitoring of youth and women-led Quick Impact Projects (QIPs)
  • A1.2.3: Implementation and monitoring of grants to CSOs CBOs, FBOs, Private Sector (SEs), Academic Institutions and grassroot orgs (Financial Support to Third Parties), the sub-granting cases in Stream 1,

The consultant is expected to lead the design and production of a multiplier/replication document, to assess the replication potential of successful Stream 1 sub-granting initiatives within the WE'AM project and develop a strategy to maximize their multiplier effect on social cohesion in Lebanon. The findings will be aiming to support the Stream 2 Subgrantees to identify replication and scaling up opportunities to be adopted in their own activities.

 

Main Tasks and Responsibilities

Specific Deliverables:

  • Identify and document successful and promising good practices identified in lessons learnt from activities conducted by WE’AM consortium and funded through WE'AM Stream 1 sub-granting.
  • Analyse the key factors that contributed to the success of these initiatives.
  • Develop a replication roadmap for good practices including:
    • Criteria for selecting initiatives for replication.
    • Identify and define variables of change that can serve as multipliers for social cohesion when replicating good practices such as:
      • Building partnerships and networks.
      • Leveraging additional resources and funding.
      • Influencing policies and practices.
      • Promoting knowledge, sharing and learning.
  • Coordinate with the Consortium Team to track the replication process and its impact on social cohesion and community resilience.

 

Qualifications and Experience

  • Solid expertise and studies in relation to Business development, Multipliers effect, replication models.
  • Previous work/consultancy(ies) with NGOs and Development Actors.
  • Solid proven understanding of the historical and social landscape of the country.
  • Good knowledge of the conflict landscape in the country – notably conflicts driven by historical sectarian tensions.

  • A Technical Narrative Proposal which includes a detailed methodology for conducting the assignment in its different stages as described in the current Terms of Reference document.
  • At least 1 sample of previously developed works pertaining to replication of good practices. These can be articles, research papers, dissertations or other relevant solid pieces demonstrating a sound understanding of the issue in question.
  • A Financial Proposal detailing all costs associated with the assignment.

Inter-Relationships

SHiFT and its partners will closely work with the appointed consultant and provide them with all needed support to carry on the work. The administration of and oversight to this assignment will be managed by Shift.
