Terms of Reference for the Procurement of Supplies for a Women and Children’s Safe Space

Oxfam Lebanon Programme

Background:

Oxfam is an organisation that works to address the causes of poverty through campaigning and responding to the needs of the poor. In Lebanon, Oxfam works in both development and humanitarian contexts, focusing particularly on Water, Sanitation and Hygiene (WaSH), Protection and Emergency Food Security and Livelihoods. Oxfam has developed a protection analysis, in Lebanon's Bekaa Valley, focusing on threats faced by Syrian refugees. The objective of the protection analysis was to better understand the protection risks faced by this population in Lebanon, considering a shrinking protection space. 

Oxfam has conducted consultations with community members to validate the findings of the protection analysis and identify the priorities of the communities to define the conditions in which their rights can be restored and preserved.  

As part of its community-based protection intervention, Oxfam will support the targeted communities implement locally-led initiatives to enhance the self-protection capacity of the community.  

Project Objective:

The objective of this procurement is to equip a women and children’s safe space with essential items that ensure its functionality, safety, and welcoming environment. The selected supplier will provide quality materials and equipment that support psychosocial, recreational, and protection-related activities conducted within the space. The procured items will contribute to creating a safe, comfortable, and dignified environment that promotes the wellbeing, empowerment, and recovery of women and children accessing the space. 100% payment after providing all related documents signed originally with the invoice, and proving bank details (or bank note) and receiving of all the supplies.
