Project External Evaluator

Main Objective:
Evaluate the overall performance of the project by analyzing its relevance, effectiveness, efficiency, impact, coherence, and the sustainability of its outcomes (based on OECD evaluation criteria), while drawing lessons to improve ALPHA’s future emergency responses.

Specific Objectives:

Assess the relevance of the project in relation to the needs of affected populations in a changing context.

Measure the effectiveness of implementation (achievement of results, quality of coordination, etc.).

Evaluate the efficiency in the use of resources.

Analyze the outcomes and impacts (tangible changes for affected populations, unintended effects).

Identify good practices and project limitations, and provide operational recommendations.

Coherence: Were project activities well aligned with the interventions of other actors?

Evaluate sustainability: Are the project’s outcomes likely to last?
