Threads of Peace is seeking a Procurement & Compliance Consultant to support the development of its procurement systems and ensure full compliance with donor and national regulations. The consultant will work closely with the junior procurement officer to strengthen documentation, ensure compliance, and conduct regular reviews of procurement files and payments.

Main Responsibilities

  • Review and update the procurement manual, procedures, and templates.
  • Conduct 2 weekly visits (8 days/month) to review all procurement and payment files.
  • First 3 months: review all historical 2024 and current 2025 transactions.
  • From month 4: conduct random spot checks on at least 3–4 files per visit.
  • Verify dates, signatures, sequencing, and completeness of documentation.
  • Draft and review consultant, supplier, and service contracts.
  • Prepare a monthly compliance report and maintain a technical support log.
  • Provide guidance and capacity-building to the current procurement officer.

Expected Deliverables

  • Updated procurement manual (by month 2).
  • Procurement templates package (by week 6).
  • Monthly compliance report.
  • Reviewed contracts/agreements (min. 4–6/month).
  • Technical support log for internal use.

Required Qualifications

  • At least 5–7 years of experience in procurement, internal audit, or compliance (NGO sector preferred).
  • Strong knowledge of donor requirements.
  • Proven experience in procurement manuals, bid evaluations, and compliance reviews.
  • Excellent attention to detail (especially in verifying dates, signatures, approvals).
  • Strong written and reporting skills (English and Arabic).
  • Experience working with Lebanese NGOs is a plus.
