Transparency International Lebanon (TI-LB) is Lebanon’s leading advocate for transparency, accountability, and good governance. Since 1999, TI-LB has been on the front lines of the fight against corruption, working to strengthen institutional integrity across Lebanon’s public and private sectors. As the national chapter of Transparency International, we believe in more than just envisioning a corruption-free society—we are actively making it happen by driving change, empowering citizens, and holding institutions accountable.

  1. Project Background

“Catalysing Anti-Corruption Reforms in Iraq” project brief

Transparency International – Lebanon (TI-LB), in collaboration with UNDP Iraq and the resulting development of the National Integrity System (NIS) assessment, seeks to support the creation of an enabling environment for anti-corruption reform in Iraq. This intervention focuses on two main components. First, TI-LB will engage public officials—particularly the Commission of Integrity, judiciary, and Members of Parliament—by raising awareness on key anti-corruption legal frameworks such as access to information, illicit enrichment, public procurement, and whistleblower protection. This will be complemented by peer learning and exposure to the best regional practices. Second, TI-LB will strengthen civil society engagement by equipping investigative journalists and activists with the tools, knowledge, and resources to conduct anti-corruption investigations and advocacy. This includes training on access to information and support for launching impactful reports and campaigns. The initiative is guided by the findings of the NIS report and aims to build institutional and civic capacity for sustainable anti-corruption efforts in Iraq.

 

  1. Scope of Work

TI-LB is seeking a Service Provider to design, develop, and produce two Self-Paced courses on the School of Governance (SOG) website (www.schoolofgovernance.net).

First Course: a 45-minute self-paced course that will focus on the UNCAC and anti-corruption frameworks, practices, challenges and best practices across the MENA region.

Second Course: a 45-minute self-paced course on the right to access information based on international principles with a comparative lens in Iraq and the region  

Both courses also need to be accompanied by pre-tests (before the course) and post-tests (after the course) to assess the level of increased knowledge, as well as a small end-of-course seurvey. These tests will be prepared once the content has been developed. The courses will also include visuals and animations for engagement. To attract a wider range of audience, the courses will be developed in the Arabic Language with English subtitles. The courses need to be well-articulated and easily understood, creating an informative and enjoyable learning experience. Furthermore, the course will be free of charge for users, downloadable, and accessible through registering on the online School of Governance website. Also, the self-paced course has to be compatible with SOG’s website theme and format.

The Service Provider is responsible for developing the content of the self-paced course, their relative pre-tests and post-tests as well as the videography and animations.  The provider is also responsible for the translation of the content from Arabic to English and/or vice versa for subtitle purposes.

 

Objective

The objective is to create and develop knowledge of public servants and civil actors on anticorruption legislation and advocacy practices and promote transparency and accountability through accessible and engaging learning materials.

The Objective of the first self-paced course (SPC1), “UNCAC and anti-corruption frameworks, practices, challenges and best practices across the MENA region”, is to ensure that public officials are aware of the anti-corruption international best practices and legal frameworks.

The Objective of the second self-paced course (SPC2), “Right to access information based on international principles with a comparative lens on Iraq and the region,” is to ensure that civil society actors are equipped with access to information principles, tools, and instruments.

 

Duration of the Self-Paced Course:

Each self-paced course needs to be 45 minutes.

 

Duration of the Deliverables:

The duration to deliver the task is expanded to 3 months with the final deliverable to be posted and uploaded by July 2025.

 

Targeted Impact:

Self-Paced Courses Aims to:

  • Build knowledge of public servants on anti-corruption legislation, particularly focusing on the United Nations Convention Against Corruption (UNCAC) and relevant anti-corruption frameworks in the MENA region (SPC1)
  • Build knowledge of Civil Society Actors on the Right to access information based on international principles with a comparative lens in Iraq and the region (SPC2).
  • Highlight key challenges and best practices in the fight against corruption across the region.
  • Promote transparency and accountability by making educational content accessible and engaging.
  • Equip learners with practical understanding and tools to support anti-corruption efforts in their respective roles.
  • Measure learning impact through pre- and post-tests to assess increased knowledge and understanding.
  • Promote integrity and accountability by increasing civic engagement and fostering a culture of transparency.
  • Enhance learning retention through engaging and interactive content, including animations, quizzes, and mini tests.
  • Ensure accessibility by offering the course free of charge on the SOG website, allowing users to register and complete it at their own pace.

 

Training Format:

  • The courses will be developed in Arabic with English subtitles and hosted on the School of Governance (SOG) website, accessible to all users upon registration.
  • Learners will complete a pre-test before starting and a post-test upon completion to assess their knowledge gains. Additionally, a brief feedback survey will evaluate the course’s relevance, clarity, and engagement.
  • The videos will incorporate animations, mini-quizzes, and interactive elements to enhance engagement and retention.
  • The courses are self-paced, allowing learners to progress at their convenience with free access upon registration.
  • Case studies beyond the region will be included to illustrate real-world applications of anti-corruption best practices and lessons learned beyond the region.

Duties and Responsibilities:

The selected service provider will be tasked with:

  • Designing, developing, and producing a 45-minute self-paced course on UNCAC and anti-corruption frameworks, practices, challenges and best practices across the MENA region (SPC1), targeting public servants in Iraq.
  • Designing, developing, and producing a 45-minute self-paced course on the Right to access information based on international principles with a comparative lens in Iraq and the region (SPC2), targeting civil society actors in Iraq.
  • Consulting with experts, including representatives from TI-LB or external specialists, as needed, to verify the accuracy and relevance of the material.
  • Preparing course curriculum and course content as well as the script.
  • Translating course content into English to create English subtitles, ensuring accessibility for a wider audience.
  • Developing pre- and post-tests to assess knowledge acquisition and reinforce learning objectives.
  • Producing a high-quality video that includes professional videography, engaging animations and visuals, and expert interviews (if necessary), supported by well-crafted scripts.
  • Incorporating interactive elements, such as mini-quizzes and knowledge checks, to facilitate active learning and retention.
  • Ensuring a user-friendly and accessible design for all course materials.
  • Collaborating with the TI-LB team to seamlessly integrate the course into the School of Governance (SOG) website, ensuring smooth functionality and accessibility upon registration.
  • Testing all course modules, interactive elements, and assessments to guarantee accessibility and fully functional learning experience.
  • Providing detailed documentation outlining course content, structure, animation styles, and interactive features used.
  • Ensuring full compatibility of the video with the SOG website and confirming its technical and functional integration.
  • Coordinating closely with TI-LB staff, including the Communications Department, to ensure alignment with expectations and project goals.

 

Deliverables:

  • Course Content Outline and Script of the Self-Paced Course.
  • Include Animated segments in the videos.
  • Create and incorporate a Mini Quiz or Knowledge Check within the video to reinforce learning.
  • Create and conduct Pre- and Post-Tests for online usage.
  • Develop End-of-Course Survey for online usage, consisting of a maximum of 10 questions and should take no more than 14 minutes to complete.
  • Record and edit a professional video for the Self-Paced courses.
  • Edit and finalize the video in coordination with TI-LB Staff.
  • Provide all video materials to TI-LB.
  • Create the content in the Arabic language and integrate the English subtitles in the video (the Service Provider is responsible for the translation process).
  • Testing and quality assurance documentation.
  • Integration on SOG platform with Full Functionality Testing.
  • Improve functionality, user experience, and accessibility of the School of Governance.

 

  1. Required Competencies:

 

General Requirements:

  • The selected Service Provider must possess a strong background in video production & online instructional design. They should demonstrate proficiency in developing high-quality, engaging videos that effectively convey complex concepts.
  • The selected Service Provider must have experience in developing e-learning self-paced course.
  • The selected Service Provider must possess a background in Law, political science, international relations, development studies, and other relative backgrounds.
  • The selected Service provider must possess an in-depth understanding of the topic of UNCAC and anti-corruption frameworks as well as the right to access to information based on international principles with a comparative lens on Iraq and the region.
  • The Service Provider should be capable of collaborating effectively with other project stakeholders and TI-LB team members. They should be open to feedback and able to work collaboratively to achieve project goals.
  • Strong organization and coordination skills.
  • Experience working in video production for self-paced courses is a plus.

Note: The portfolio is required.

 

Context/Specific Skills, Knowledge, and Experience:

  • Proven track in delivering similar videos.

 

Selection Criteria:

  • Strong background in video production required.
  • Background in Law, Political Science, International Relations, Development Studies, or any other relevant background preferred.
  • Understanding of UNCAC, anti-corruption legal framework, and access to information in the context of Iraq preferred.
  • Experience in developing E-learning self-paced course.
  • Collaborative skills are essential for teamwork.
  • Organizational and coordination abilities needed.
  • Experience with self-paced courses is advantageous.
  • Proven track record in delivering similar videos preferred.
