I) About Developmental Action without Borders, Naba'a:
Developmental Action without Borders - Naba’a, is a Lebanese NGO operational since 2001. Registered under the Ministry of Interior (no. 104/AD), Naba’a is dedicated to serving all marginalized communities in Lebanon, especially children, without distinction of nationality, color, race, or religion. This includes communities within camps and gatherings in Lebanon, as well as local Lebanese communities.

II) Nabaa's Employment Screening and Protection Protocol:
Developmental Action without Borders, Naba’a, does not employ individuals who are married to children (persons under 18). Naba’a enforces a strict zero-tolerance policy regarding sexual exploitation and abuse, sexual harassment, abuse of authority, and discrimination. All prospective candidates must undergo thorough reference and background checks which will mainly verify employment history, professional performance, and adherence to the aforementioned policies. Furthermore, the selected candidates must provide a satisfactory Vulnerable Sector Screening or an equivalent criminal record check as a condition of employment.
Background:
National Expanded Programme for Immunization reaches children with essential 11 antigens from birth till 18 years of age. To reach all children with free and quality vaccination across the country, there are around 800 public Immunization points (EPI points).
The Ministry of Public Health with the NITAG and support from UNICEF and UN agencies is aiming to introduce new vaccine. The NITAG has already recommended the introduction of HPV and the MoPH is also interested in exploring Influenza B introduction. As such UNICEF will support the MoPH through Nabaa NGO to work on developing micro-plans per each AaSalameh PHC and will also prepare a national budgeted microplan for the introduction of new vaccine. In addition, UNICEF aims to build capacity on the community engagement and community-based assessments and on how to use data as needed evidence to plan needed interventions to increase vaccination uptake and coverage.
As such, Nabaa will hire an Immunization consultant to carry the following deliverables:
I. Development of Micro-Plans at PHC and Qada Levels
Objective: To support AaSalameh Primary Healthcare Centers (PHCCs) in the development and implementation of micro-plans to enhance community engagement, assessment and increase their access to and utilization of healthcare services.
Key Responsibilities:
a. Collaborate with AaSalameh PHCCs to develop a comprehensive geographical map that clearly identifies the catchment area and population.
b. Provide PHCCs with tailored assessment tools to identify barriers to access and utilization within their respective catchment areas (including training on DRIP dashboard)
c. Work closely with PHCCs to design and recommend context-specific solutions for overcoming barriers to access and utilization of services.
d. Train staff at all AaSalameh PHCCs on the use of standardized micro-planning templates to ensure consistency and efficiency.
e. Ensure all AaSalameh PHCCs finalize and submit their micro-plans, followed by initiating implementation activities in line with their plans.
f. Monitor and evaluate the implementation of micro-plans, ensuring adherence to timelines and objectives, and provide technical support as needed.
II. Support for Micro-Planning Implementation and Edutainment Sessions
Objective: To enhance community engagement and promote the effective implementation of micro-planning activities.
Key Responsibilities:
a. Provide technical and logistical support to AaSalameh PHCCs during the implementation phase of their micro-plans.
b. Monitor and do on job-coaching on the delivery of edutainment sessions at AaSalameh PHCCs to improve health education and community awareness regarding healthcare services and interventions.
III. Detailed Micro Planning for the Introduction of New Vaccines within PHCCs
Objective: This component focuses on introducing new vaccines across all Asalameh PHCCs in Lebanon, using a structured approach to ensure efficient, equitable, and effective rollout.
Key Responsibilities:
a. Conduct Pre-Assessments: Collaborate with PHCCs to identify gaps, challenges, and logistical barriers to vaccine introduction; analyze community needs; and assess readiness for implementing the new vaccine.
b. Develop a micro-plan and a budget for the introduction of the new vaccine with a focus on both childhood vaccine (age 0-5 years) and adolescent vaccine like HPV (age 9-12 years)
c. Conduct a mock scenario planning for a vaccination campaign by the PHCC using the microplanning. This should include a vaccination campaign for initial rollout followed by introduction of vaccine under routine immunization.
d. Coordinate Stakeholder Engagement: Engage with relevant stakeholders to align activities, address emerging issues, and ensure the structured and equitable rollout of new vaccines.
e. Document and Report Findings: Develop comprehensive reports , with actionable recommendations for enhancing the vaccine rollout process.
Miniumum Qualifications Required:
1. Graduate degree in Health Management/Public Health
2. A minimum of 8 years of experience in public health:
- in immunization program,
- in microplanning
- in community-based assessments
- in community engagement and IEC material development
- in facilitating trainings on micro-planning and immunization related topics
- analysis of immunization related data
3. Years of Experience Required:
- A minimum of 8 years of experience in public health
4. Knowledge / Expertise/ Skills Required:
- Experience with health oriented I/NGOs or the Ministry of Public Health is an asset, as is experience working in the UN or other international development organization.
- Excellent communication skills,
- Proficiency in using Microsoft tools, capacity to work autonomously.
- Ability to work inclusively and collaboratively with a range of partners,
- Ability to work and adapt professionally and effectively in a challenging environment.
- Ability to work effectively in a multicultural team of international and national personnel.
- Self-motivated, ability to work with minimum supervision.
