Community Health Supervisor

Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non religious humanitarian NGO. Its objective is to bring about a global response to the basic needs of populations suffering from acute humanitarian crisis and to allow them to recover their autonomy and dignity. In close respect to humanitarian principles, PU-AMI promotes humanitarian access and dialogue with all components of the civil society in Lebanon, and delivers assistance based on the needs, regardless of religion, politics, and ethnic matters. Today, PU-AMI is intervening in 21 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises. PU-AMI in Lebanon has been implementing emergency and recovery projects in Health, Water, Sanitation, Hygiene, Shelter Rehabilitation and in Livelihood Recovery sectors. 

 

1- RESPONSABILITIES AND TASKS:


Activities implementation – Community Health Outreach and Infant and Young Child Breastfeeding (IYCF):

  • Lead the scale up plan for developing the community health network in the areas assigned in the project intervention framework.
  • Lead the implementation process of the tracking system for referrals from the community (from community health volunteers, other health and non-health personnel) to the PHCC
  • Liaise with the Health Field Officer and Multi-Disciplinary team for the activities related to referral with the PHCC (e.g. follow up special cases, immunization dropouts, follow up on special cases, SGBV cases, Birth Emergency Cash Assistance, malnutrition cases, etc.), based on intervention framework.
  • Acting as the primary technical focal point for community health workers and their focal point in PHCCs, in terms of support for technical topics related to public health along with preparation and provision of training to Community Health Volunteers on thematic of public health, including providing on-the-job coaching to the PHC staff on IYCF counseling whenever needed.
  • Following up with the CHWs focal point on all community-related tasks and matters including appraisals and monitoring of CHWs performance, community service mapping, Information, Education and Communication (IEC) materials to be disseminated in the community, along with other topics as needed, and act as a primary advisor for them when there is need
  • Ensuring that Community Health workers, along with their focal points in PHCCs have the necessary information on the referral system, IYCF, and provide services and properly understand the activities to be implemented in the framework of the project.
  • Responsible for all community health interventions and activities defined, s/he follows up on the masterwork plan together with the Community Health Team Manager.
  • Responsible of community mapping as well building the capacity of the PHCC focal point on the exercise and follow up on the updates of the community mapping.
  • Roving among assigned catchment areas and delivering Infant and Young Child Feeding (IYCF) as well as Sexual & Reproductive Health and Rights (SRHR) counselling and consultations.
  • Identifying and referring cases to Social Workers and other service providers
  • Reporting any difficulty or delay faced in the implementation of activities to the line manager, and liaising with the Information Management Officer to make sure data registration is accurate on hard and digital copies.
  • Providing comprehensive care and ensuring feedback and autonomy of beneficiaries.
  • Ensuring inclusion of vulnerable groups and people with special needs including adolescent girls, pregnant women with disabilities, minorities and others.
  • Providing support and counseling to mothers who are identified with difficulties in breastfeeding and/or suboptimal infant and young child feeding practices at the community level, and PHCC level
  • Identifying malnourished children and infants to be referred to the nearest PHCC/Malnutrition center as per referral mechanism set by MoPH;
  • Providing one-to-one and group counseling sessions on IYCF and lactation methods.
  • Planning and performing household visits to support pregnant and lactating women and girls as well with the capacity building component for PHCC staff
  • Conducting regular follow-up visits to all women assisted, especially mothers of children under 6 months, to ensure exclusive breastfeeding.
  • Capacity building for the PHCC staff and/ or delivering sessions on exclusive breastfeeding, complementary feeding and IYCF and lactation practices.
  • Cooperating with MEAL Department to conduct any MEAL related activities (such as surveys, field feedback, and lessons learnt exercise among others).

 

Team Management:

  • Acting as a technical advisor for Community Health Volunteers and their focal points and ensure the timely implementation of their activities.
  • Follow-up with the focal points in PHCCs on the coordination of the work of all Community Health Volunteers: work plans, progress toward targets, and frequency of submitting collected data.
  • Ensure coordination with PU-AMI Staff and stakeholders concerning community intervention activities.
  • Support Community Health Volunteers and their focal points in improving their performance.
  • Conducting frequent field visits in the field to follow-up on CHWs work and work of PHCC staff regarding community and IYCF components, including participating in delivering Community Health Clubs’ sessions and provide feedback to Community Health Volunteers to improve their performance.
  • Continuously collect feedback from Community Health Volunteers and other related staff.


Logistic & administration:

  • Define the needs in materials and tools required to conduct training, health campaigns and outreach activities.
  • Organize and coordinate training sessions: venue, attendees, and support materials.
  • Comply with all logistics and administrative rules, procedures and processes and ensure the timely supply of all logistics’ needs for the successful implementation of the program.


Reporting & Data collection:

  • Collect and report information on identified cases from Community Health Volunteers.
  • Identify the number of assessed individuals by the Community Health Volunteers progress towards assigned target.
  • Document and report training sessions and feedback from participants.
  • Document and report Community Health Clubs’ sessions and feedback from participants.
  • Responsible for compiling and reporting to the direct superior data on a weekly, monthly, quarter and annual basis or upon request.

 

2- PRIORITIES OF THE DEPARTMENT:

 

• Understand the host community and the status of the syrian refugees and any internal displaced population (idps) distribution and context
• Set up according to scale up plan the community health network in the assigned catchment area supported by pu-ami.
• In coordination with the community health team manager, will be in charge of development and provision of intensive training curriculum all year around for community health volunteers and other key staff for the community health intervention
• Provide consolidated and quality reports on weekly, monthly and compile monthly and annual reports or any ad hoc requested data
• Provide continuous feedback to the staff and online superior on challenges, lessons learnt for continuous improvement on better health care at community level

 

 

3- Qualifications:

Mandatory Requirements:

- Language skills: Fluent in English and Arabic
- Education degree: Midwifery Diploma, certified by the Ministry of Public Health to practice in Lebanon or Nursing bachelor or LT certified by MOPH to practice in Lebanon; IYCF Specialist certified by MOPH is a must; Master degree in Public health is an asset; A Bachelor of Science in nursing care with proven experience in IYCF counseling can be considered.

- Work experience:Proven experience working in NGOs and community health, as well as IYCF or lactation counseling between 2-4 years of experience.

- Knowledge and skills: − Good knowledge of Lebanon governorates geography, willing to travel a lot locally − Excellent experience in conducting trainings and monitoring teams − Excellent communication (especially in public) and diplomacy skills to manage relationship in potentially tense situations − Literacy in reporting, experience in conducting surveys.

- Computer skills: Excellent knowledge of the MS office software including Word, Excel, Outlook

- Other: Valid driving license (1 year minimum)

PUI-AMI Employment Conditions and Benefits: 

  • Status: A Fixed-Term Contract  
  • 40-hour work week from Monday to Friday. 
  • Monthly Gross Income:  2107 USD based on PU-AMIs internal salary scale. PU-AMI deducts income tax and automaticaly registers employees to NSSF  
  • Seniority Allowance of +2% monthly increase of your basic salary after 1st year of employment. Seniority allowance is gradual and grows of +2% every year.   
  • Insurance Medical Insurance class B for employee and spouse with a possibility to upgrade to class A based on employees contributions.
