Job Purpose
Under the direct supervision of the Project Manager, the Project Engineer is responsible for the technical oversight and engineering supervision of solar energy system installations at selected MSMEs across Chouf, Hasbaya, Baalbeck, and Bekaa. Additionally, the Project Engineer will oversee the technical validation and delivery of in-kind support in the form of machinery or production-related assets to MSMEs. The role ensures that all construction measures and equipment deliveries are implemented efficiently, safely, and in line with both national and international standards, project objectives, and operational requirements.

To ensure high-quality, cost-effective, and sustainable delivery of solar energy systems and in-kind machinery support to targeted MSMEs, while ensuring technical, environmental, and safety compliance throughout the project lifecycle.
duties and Responsibilities
1. Planning and Assessment
- Conduct technical gap assessments to evaluate MSME infrastructure, equipment needs, and operational readiness.
- Support MSME site selection for solar installations and in-kind machine delivery.
- Coordinate with consultants on design plans and technical reviews for both solar and in-kind support.
- Validate the relevance and feasibility of machine requests submitted by MSMEs.
2. Design and Procurement
- Prepare or validate Bills of Quantities (BOQs), system designs, and technical specifications for both solar installations and machines.
- Participate in the development of technical ToRs and evaluation of vendor proposals.
- Ensure equipment specifications meet the operational and safety requirements of the MSMEs.
3. Implementation Oversight
- Supervise solar installation works on-site in coordination with the solar company and consultant.
- Oversee the delivery and installation of machines or in-kind assets, ensuring proper functionality and compatibility.
- Conduct quality control checks and technical validations prior to handover.
4. Compliance and Reporting
- Ensure all construction and installation activities follow Lebanese codes, donor requirements, and ACTED’s technical standards.
- Maintain comprehensive documentation including installation reports, asset delivery forms, and commissioning certificates.
- Provide timely progress reports and flag technical risks to the Project Manager.
5. Capacity Building and Handover
- Coordinate and ensure delivery of technical training for MSMEs on solar system use and machine operation.
- Review and validate user manuals, maintenance guides, and operational procedures.
- Facilitate final handover processes, ensuring MSMEs receive fully functional and understood systems and machines.
6. Coordination and Communication
- Serve as the technical focal point between ACTED, consultants, contractors, and MSMEs.
- Liaise with the procurement and logistics teams to ensure timely and correct delivery of both solar systems and machinery.
- Contribute technical content and documentation to donor reports and coordination meetings.
Requirements
- Degree in Electrical, Electro-Mechanical, or Industrial Engineering (or a related technical field).
- Minimum 3 years of experience in renewable energy, equipment procurement, or industrial construction projects.
- Proven experience in supervising solar PV installations and managing machinery delivery processes.
- Proficiency in BOQ preparation, site supervision, and quality assurance.
- Familiarity with local safety and engineering codes.
- Excellent organizational, reporting, and communication skills.
- Experience working in development or humanitarian contexts is preferred.
