PRESENTATION OF THE ORGANIZATION
SOLIDARITES INTERNATIONAL (SI) is an international humanitarian NGO which, for more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their vital needs for food, water and shelter. Particularly involved in the fight against diseases linked to unsafe water, the first cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in around twenty countries, SI's teams - 2000 people in total made up of expatriates, national staff, permanent staff at headquarters, and a few volunteers - work with professionalism and commitment while respecting cultures.

DESCRIPTION OF THE POSITION
General objective:
Under the supervision of the WASH Program Manager, the Construction Deputy Program Manager (Construction DPM) will oversee the various daily program operations and the coordination of all aspects as defined in the operation proposals. Construction DPM will collaborate with the Program Manager in the ongoing implementation of construction activities which include WASH & Shelter activities. Construction DPM will directly manage the construction team, including but not limited to Construction Supervisor(s) and WASH technician(s).
Main Challenges:
- Participate in the planning of various WASH and shelter activities within a short timeframe, while anticipating and managing potential constraints.
- Balance program quality with available budget and time limitations.
- Ensure effective communication among SI departments and maintain close coordination within the team.
- Represent SI in sector coordination meetings and engage constructively with partners and stakeholders.
Priorities for the First 2–3 Months:
- Review and update implementation plans for construction work, ensuring alignment with community engagement activities (e.g., water trucking, desludging, water quality testing).
- Supervise and validate technical assessments and Bills of Quantities (BOQs) for any remaining or upcoming infrastructure needs.
- Support the finalization and initiation of procurement processes for key materials and equipment, ensuring alignment with technical specifications and program standards.
- Lead the preparation and consolidation of inputs for reporting tools (e.g., Activity Info, RDMS, internal tracking tools).
- Supervise the implementation of WASH and Shelter activities, ensuring smooth transition from planning to completion.
- Ensure the parallel initiation of WASH and shelter project activities, maintaining balanced workloads across the team.
- Monitor activity progress against the budget plan to ensure timely implementation.
Responsibilities and Main Activities
- Provide technical and managerial support in planning, implementing, and monitoring construction and infrastructure-related WASH and shelter interventions, including community engagement.
- Supervise and mentor the field team to ensure high performance and compliance with SI's quality standards.
- Coordinate proactively with logistics, finance, and other support departments to ensure timely and efficient project delivery.
- Maintain strong relationships with local authorities, partners, and liaison officers to support project sustainability and smooth implementation.
- Monitor expenditures against budget lines, ensuring financial compliance with donor requirements and project forecasts.
- Contribute to technical designs and innovations, particularly for decentralized and cost-effective water and wastewater systems.
- Oversee all construction-related activities in WASH and Shelter projects.
- Assist the Program Manager with proposal development and technical reporting.
- Lead coordination meetings with field teams, local authorities, and other relevant stakeholders.
Reporting/Communication
- Ensure timely and high-quality submission of internal and external reports, including weekly updates, progress reports, and donor reporting tools (e.g., Activity Info, RDMS).
- Maintain consistent and transparent communication with the WASH Program Manager and other relevant departments to facilitate updates, problem-solving, and coordination.
- Represent SI in technical and coordination meetings as delegated, ensuring accurate communication of program progress and technical methodologies.
- Maintain organized archives of technical documentation, assessments, and monitoring tools to ensure accountability and knowledge continuity.

PROFILE NEEDED
Studies : Bachelor’s degree in civil engineering, Water and Environmental Engineering, Construction Management, or a related technical field. Alternatively, strong technical skills must be clearly proven by means of extended professional experience in engineering and management.
Experience :
- At least 1-2 years of experience in a similar position in the humanitarian sector
- Proven previous experience in the construction and rehabilitation of emergency WASH infrastructure and Shelter, including but not limited to latrines, bathing facilities, water points, waste management systems, shelter rehabilitation, etc.
- Proven previous experience in emergency water trucking, chlorination, hygiene promotion and water quality analysis
- Proven previous experience in rapid needs assessments, surveys, etc.
- Experience working in high-risk environments with strict security protocols.
- Experience in team management
Language : English & Arabic, French is a plus
IT : Familiarity with CAD software, Microsoft office, Knowledge of data collection tools, Use of communication and collaboration platforms
