HR Officer

The Human Resources (HR) Officer is responsible for supporting the delivery of professional, responsive, and effective HR services that meet both the organizational and employee needs of Ana Aqra Association. This includes the implementation of HR strategies, policies, and procedures, ensuring legal compliance, fostering a positive organizational culture, and safeguarding staff well-being. The HR Officer will play a pivotal role in the areas of recruitment, onboarding, employee relations, benefits administration, payroll coordination, performance management, and HR data systems. The role supports the alignment of HR practices with Ana Aqra's mission, values, and strategic objectives, while ensuring compliance with Lebanese labor law and internal standards and polices.

Recruitment & Onboarding

  • Lead recruitment processes by coordinating staffing plans, preparing job descriptions, advertising vacancies, screening candidates, and supporting interview and selection processes.
  • Ensure timely completion of all recruitment documentation and that hiring practices comply with internal policies and applicable laws.
  • Facilitate smooth onboarding processes, including induction sessions, preparation of contracts, and relevant administrative support.

Employee Relations & Well-being

  • Act as a first point of contact for staff inquiries on HR-related matters, ensuring timely, respectful, and professional handling of issues.
  • Provide guidance and support on personnel policies, labor law matters, social security, grievance handling, and disciplinary procedures.
  • Support the fostering of a positive, inclusive, and safe workplace culture, ensuring the alignment of staff welfare with the Association’s duty of care.

Compensation, Benefits & Payroll Administration

  • Oversee monthly payroll processes including timesheets, leave records, salary adjustments, and social security declarations.
  • Ensure accurate administration of staff benefits, including healthcare and other entitlements, and maintain timely processing in alignment with applicable laws.

Performance Management & Capacity Development

  • Support the implementation of the performance management cycle, ensuring timely completion of appraisals, feedback sessions, and staff development planning.
  • Assist in identifying staff training needs and coordinating learning and development initiatives.

HR Compliance & Documentation

  • Maintain and update accurate HR records (electronic and hard copies) in line with confidentiality and data protection standards.
  • Ensure HR processes, policies, and practices comply with Lebanese labor law, NGO best practices, and Ana Aqra internal procedures.
  • Draft and update HR forms, letters, policies, flowcharts, reports, and other relevant documents.

HR Systems, Reporting & Data Management

  • Support the management and troubleshooting of the Human Capital Management (HCM) system and HR data platforms.
  • Generate HR reports, statistics, and dashboards to support management decision-making.

Separation & Exit Processes

  • Manage staff separation processes including off boarding, clearance, and exit interviews, ensuring timely finalization of all legal and administrative matters.

Conflict Resolution & Safeguarding

  • Support the resolution of workplace conflicts, ensuring alignment with organizational values and safeguarding principles.
  • Ensure HR processes contribute to the safeguarding of children, staff, and vulnerable populations engaged by the Association.
  • Foster culture of accountability across the organization. This includes:
  • Promoting AAP principles through equitable, transparent, and inclusive recruitment and HR practices.
  • Ensuring staff awareness and adherence to organizational standards of conduct that reflect AA’s commitments to AAP and PSEA.
  • Contributing to an organizational culture where feedback, complaints, and community engagement are valued and acted upon.
  • Supporting staff learning and development in relation to AAP, safeguarding, and respectful communication with affected populations.
  • Uphold and promote Ana Aqra’s PSEA Policy and Code of Conduct, ensuring all staff are aware of, trained in, and compliant with safeguarding and PSEA standards.
  • Act as a focal point for PSEA-related concerns within HR, ensuring incidents are reported, documented, and referred in line with Ana Aqra’s procedures and confidentiality protocols.

Educational Requirements & Competencies

  • Bachelor’s Degree in Human Resources, Business Administration, or a related field.
  • Minimum of 3 years of progressive HR experience preferably in NGOs or international organizations.
  • Strong knowledge of Lebanese labor law and social security procedures.
  • Proven experience in handling confidential and sensitive matters with integrity.
  • Proficiency in Arabic and English (oral and written); French is an asset.
  • Excellent organizational and time-management abilities.
  • High Proficiency in MS Office, (Word, Excel, Visio, and PowerPoint) and human resources information system (HRIS).
  • Strong interpersonal, communication, and problem-solving skills.
  • Ability to work independently and collaboratively in a multicultural team environment.
  • High level of discretion, ethics, and professionalism.
  • Demonstrated understanding of safeguarding, Accountability to the affected population (AAP) and PSEA principles and best practices.
  • Commitment to preventing sexual exploitation and abuse and upholding human rights and dignity.
  • Experience in integrating PSEA considerations into HR practices is an asset.

Additional Conditions

Ana Aqra Association has a zero-tolerance to sexual exploitation, abuse, and harassment. Protection from Sexual Exploitation and Abuse (PSEA) is a shared responsibility, and all staff are required to sign, familiarize themselves with, and adhere to the organization’s Code of Conduct, AAP, and PSEA Policy at all times—both during and outside of work hours. Compliance with these safeguarding standards, including the completion of mandatory training and background checks, is a condition of employment and ongoing service with the Association.
