  1. Required qualifications, competences and experience
  • Qualifications:
  • University degree in Psychology or Gender studies
  • Master's degree in relevant discipline

 

  • Professional experience & knowledge:
  • At least 5 years of professional experience in the field of MHPSS or Gender
  • At least 4 years of experience working in the field with direct interaction with communities in humanitarian, development, or social settings.
  • At least 4 years of experience in project management including complex administrative tasks
  • At least 4 years of professional experience in capacity development and training
  • At least 2 years of experience working with or in PHCCs.
  • Strong practical work experience in cooperating with governments and/ or multilateral actors on MHPSS or GBV
  • Practical experience in gender mainstreaming and prevention of gender-based violence
  • Proven experience in coordinating, organizing, and facilitating technical workshops, training, and conferences in collaboration with diverse stakeholders and subject-matter experts.
  • Proven knowledge in the use of databases and excel for MEAL purposes as well as reporting
  • Excellent knowledge of the political and legal context in Lebanon, particularly with regard to substance use (SU) and gender-based violence (GBV).
  • Demonstrated ability to provide technical and operational support to teams working in the field.
  • Excellent oversight over current developments in the field of MHPSS with regards to new and evidence-based approaches
  • Excellent knowledge on MHPSS or GBV actors and structures in Lebanon

  1. Tasks
  • Assume a leading role in the implementation of MHPSS, GBV, and SU activities in one Primary Health Care Center (PHCC) location. Please note that the location is still to be determined and can be all over Lebanon in safe areas vetted by the GIZ Security Risk Management Office.
  • Accompany a nationwide assessment of Primary Health Care Centers (PHCCs), conducted by consultants, to identify suitable implementation sites, in close cooperation with the Ministry of Health and other stakeholders.
  • Support organizational assessments of civil society partners and PHCCs to identify capacity reinforcement needs.
  • As a focal point for GIZ in the selected location, lead the development of a capacity development plan for the selected PHCC, community expert board, and community-based organizations at the selected location, in collaboration with external experts and stakeholders.
  • Be present at the PHCC for at least three days weekly to provide on-site support, coaching, coordination, and follow-up on monitoring and evaluation with stakeholders and staff of PHCC, CBO and Expert Board members.
  • Establish and lead a steering committee that includes all relevant stakeholders involved in the implementation at 1 of the selected PHCCs.
  • Coordinate training at both the PHCC and community levels (CBO and community expert boards), including training and supervision of  staff and the implementation of related activities, assuming logistical and technical responsibility.
  • Serve as the focal point for coordination with GIZ, Rawabet management, consultants, PHCC staff, and community-based organizations and experts.
  • Follow-up administratively on contractual arrangements with the PHCC and civil society partners, particularly compliance with GIZs rules and regulations. This includes checking invoices, time sheets and other means of verification.
  • Partner Management:
  • Coordinate and maintain effective relationships with partners, including political stakeholders, experts, and local organizations, ensuring alignment with project goals.
  • Support partners in the implementation of activities by providing guidance on compliance, reporting requirements, and quality assurance.
  • Facilitate regular communication to address challenges and enhance collaboration.
  • Communication:
  • Support the project visibility by liaising with the communications departments at both HQ and the country office.
  • Contribute to project content, such as videos, factsheets, reports, etc ensuring compliance with GIZ guidelines.
  • Support the development of communication products in collaboration with partners operating at the PHCC and community levels within their selected communities and assist with all public relations efforts.
  • MEAL & reporting:
  • Introduce the GIZ Lebanon M&E system to PHCC staff and other partners involved in the implementation at the relevant location and provide ongoing support.
  • Oversee the M&E process in coordination with PHCC staff and stakeholders.
  • Facilitate data entry and extraction in the GIZ Lebanon M&E system to support the preparation of location-specific reports.
  • Provide input for reports to BMZ, the Country Office, and other relevant channels.
  • Coordinate with partners to ensure accurate data collection, timely reporting, and proper use of the M&E system.
  • Knowledge products and dissemination:
  • Develop knowledge products, SOPs and guidelines in cooperation with partners, assuring editing, layout, translation, graphic design adjustments, and printing; support wide national dissemination of the project’s knowledge products.
  • Coordination support:
  • Coordinate with the relevant stakeholders involved in Rawabet’s work particularly activities at the PHCC and community levels in the relevant locations. This includes expert consultants working on SU, GBV, MHPSS, NMP, and the PHCC department of the MoPH.
  • Coordinate across all relevant GIZ units, including Security Risk Management Unit, Country Office, Portfolio Management Unit, and others, while facilitating the integration of digital systems.
  • Additionally, coordinate logistics related to translation, video production, design materials, and visits from the Country Office to the field, when needed.
  • Oversee coordination of procurement, finance and administration topics with PHCC management as well as community-based organizations and experts.

Project Description: MHPSS Rawabet aims to enhance the MHPSS support for survivors of gender-based violence and strengthens MHPSS-informed GBV prevention approaches. The 4-years project is working on national level to foster supervision structures for psychotherapists in training and to expand the role of professional associations in MHPSS-GBV-focused capacity development for their members. In selected communities in Lebanon, the project adopts a community-based approach in improving MHPSS and GBV services provided by PHCCs and in enhancing connections between CBOs, key community members and primary health care providers.
