Mercy Corps has been present in the Middle East since the 1980s and currently works in Yemen, Lebanon, Palestine, Jordan, Syria, and Iraq. Working in Lebanon since 1993, Mercy Corps is committed to generating positive opportunities for women, men, boys and girls from Lebanese, Syrian, and Palestinian communities, with a strong focus on engaging youth. Mercy Corps exists to alleviate suffering, poverty and oppression by helping build secure, productive and just communities. Our programs in Lebanon focus on Economic Growth, Governance and Social Cohesion, and Humanitarian Response. The Mercy Corps Lebanon team consists of over 50 staff working across two offices throughout Beirut and the Bekaa Valley. Mercy Corps Lebanon’s humanitarian portfolio centers on cash assistance, building on its global expertise.


The Position
The Project manager is responsible for the overall leadership and management of Mercy Corps’ humanitarian cash programming portfolio in Lebanon, including direct implementation of Multi-Purpose Cash Assistance (MPCA), emergency programming and coordination of broader cash-based interventions. The Project Manager is the primary representative of Mercy Corps in national-level cash coordination bodies, most notably the Cash Working Group (CWG) and Basic Assistance Working Group and Core group (BAWG). They also serve as the key relationship manager for all cash-related consortia, ensuring integrated program delivery, harmonized approaches, and strong collaboration with partner organizations. This position oversees the full program cycle—strategy development, project design, implementation, monitoring, and reporting. The Project Manager will directly manage the field teams, ensure program compliance and quality, and drive integration with Mercy Corps’ other sectoral and cross-cutting priorities. The Program Manager will work closely with finance, logistics and operations departments within Mercy Corps to ensure smooth implementation of cash-based interventions As required, the Program Manager will also lead other distribution activities (e.g. Food and Non-Food distributions, etc.) if Mercy Corps is in a position to respond to an emergency event.


Essential Responsibilities
STRATEGY AND PLANNING
•Works closely with the Country Manager to identify new strategic opportunities and position Mercy Corps for high-impact humanitarian cash response. Participates in proposal writing, report writing, strategy development, and other processes that may lead to additional funding opportunities
•Serve as the country-level lead for all cash-based programming, including MPCA, emergency response programming, and integrated cash-livelihoods models.
•Develop and execute strategic plans for cash programming, aligned with country strategy and emerging needs.
•Drive innovation and programmatic growth based on market trends, needs assessments, and donor priorities.


PROJECT and CONSORTIUM MANAGEMENT
•Lead coordination with consortium partners, facilitating joint planning, technical alignment, integration across sectors, and performance monitoring.
•Oversees all cash programs and provide day-to-day leadership and management of humanitarian cash projects, including work planning, budget oversight, and compliance.
•Ensure harmonized delivery across all geographic locations and donor-funded streams.
●Lead all on humanitarian distributions if there is an emergency event in the country.
●Develop program implementation strategies, including partnership frameworks when needed, beneficiary targeting, and distribution processes with a special focus on Cash Transfer Programs.
●Ensures that program implementation is responsive to communities’ needs and consistent with Mercy Corps’ relevant program guidelines, principles, values, quality standards and strategic plan.
●Ensures that program implementation is conducted with respect to the security protocols, responsive to communities and partners and consistent with Mercy Corps’ relevant program guidelines, principles, values, quality standards and strategic plan.
●Collaborates with the regional team to monitor desired impacts across the cash portfolio.
●Ensures Mercy Corps’ Program Management Minimum Standards are adhered to based on the organization-wide guidelines as well as donor regulations.


REPRESENTATION and COORDINATION
•Act as Mercy Corps’ primary representative to the Cash Working Group (CWG), the Basic Assistance Working Group and Core Group (BAWG), and other relevant national coordination platforms.
•Maintain active engagement with donors, UN agencies, financial service providers, and humanitarian partners to position Mercy Corps as a leader in cash programming.
•Advocate for programmatic priorities, coordination improvements, and system-level solutions (e.g., deduplication, targeting, referrals).


TECHNICAL OVERSIGHT
•Lead the development and continuous improvement of technical tools, SOPs, and quality standards for cash programming.
•Ensure all cash interventions align with global and national best practices, Sphere standards, and Mercy Corps' internal policies (including gender, protection, accountability, and safeguarding).
•Provide mentoring and technical guidance to field teams and partners on effective and principled cash delivery.
•Co-leads workshops and training on Cash and provides input on concept notes, proposal and strategy
•Liaises as needed with the TSU for support to Cash programming in Lebanon.
TEAM MANAGEMENT
•Directly supervise senior program staff, ensuring strong coordination between implementation and support units (MEL, Finance, Logistics, CARM).
•Build team capacity through regular training, mentoring, performance management, and knowledge sharing.
•Foster an environment of continuous learning, collaboration, and high performance.
FINANCE and COMPLIANCE
•Lead budget management for the humanitarian cash portfolio, including monthly BVA reviews, forecasting, and alignment with procurement and work plans.
•Ensure full compliance with Mercy Corps and donor financial and operational policies.

●Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.
●Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members.
●Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other options.

Minimum Qualification & Transferable Skills
●BA/BS or equivalent in international studies, economics or other relevant field; MA/S preferred.
●Minimum 5 years of international relief and development experience.
●Previous demonstrated experience in cash or voucher programming, market analysis and coordinating
implementation with service providers.
●Demonstrated ability to manage and communicate effectively with ethnically diverse team members of varied work styles.
●Excellent organizational and program management skills, able to keep an eye on the ‘bigger picture’, with great attention to details.
●Demonstrated flexibility and creativity in planning and problem solving.
●Proven ability to learn quickly, lead a program to achieve stated results and objectives.
●Experience with the development, implementation & compliance of USAID, UN/OCHA, and ECHO funded programs.
●Ability to effectively represent Mercy Corps and its interests to key stakeholders.
●Experience working with local authorities, national and international NGOs.
●Effective verbal and written communication, multi-tasking, organizational and prioritization skills.
●Internationally recognized qualification in project or program management or a commitment to obtain the qualification in the early months of work.
●Knowledge of Sphere standards and other training in humanitarian


Success Factors
The successful Humanitarian Program Manager will combine exceptional management skills and experience in maintaining donor and partner relationships. S/he will have previous experience in working in emergency programs and will have an outstanding ability to design and provide technical oversight of innovative programs within the current and future program structure of Mercy Corps in the area. S/he will have a keen interest in and an understanding of the complex socio-political and economic context of Lebanon, able to spot emerging trends and opportunities that may positively or negatively impact the program. S/he will also have proven experience with cross-cultural team and capacity building, individual staff development and strong mentoring skills. The successful candidate will have strong program support skills, good information management skills and be able to maintain a sense of humor.


Living Conditions / Environmental Conditions
This position is based in Zahle, Lebanon. The person will be required to spend at least 40% of their time in the relevant field offices in support of cash and humanitarian activities. The current cash program is in Bekaa, with possibility of expansion to other areas.
