Mercy Corps has been present in the Middle East since the 1980s and currently works in Yemen, Lebanon, Palestine, Jordan, Syria, and Iraq. Working in Lebanon since 1993, Mercy Corps is committed to generating positive opportunities for women, men, boys and girls from Lebanese, Syrian, and Palestinian communities, with a strong focus on engaging youth.  Mercy Corps exists to alleviate suffering, poverty and oppression by helping build secure, productive and just communities. Our programs in Lebanon focus on Economic Growth, Governance and Social Cohesion, and Humanitarian Response. The Mercy Corps Lebanon team consists of over 50 staff working across two offices throughout Beirut and the Bekaa Valley. Mercy Corps Lebanon’s humanitarian portfolio centers on cash assistance, building on its global expertise.

 

The Position

The Field Coordinator will be the primary focal point for the technical oversight, coordination and implementation of Mercy Corps’ cash and emergency response programming in the field. S/he will be responsible for ensuring high-quality and timely implementation of activities, strong collaboration with local authorities, partners, and consortium members, and smooth coordination with internal teams.

The Field Coordinator will oversee field teams, provide hands-on support to ensure proper targeting and delivery of assistance, and lead coordination with stakeholders at the local level. This role requires excellent coordination and communication skills, experience in emergency programming, and the ability to represent Mercy Corps in consortium and partner meetings.

 

Essential Responsibilities

FIELD COORDINATION AND IMPLEMENTATION

  • Support the Project Manager and program team in planning and implementing project activities to meet project deliverables based on the timeline and scope agreed upon with the donor.
  • Lead the coordination and implementation of all cash and emergency response activities in assigned areas, ensuring alignment with project goals and timelines.
  • Supervise and support field teams (officers, assistants, daily workers) in executing project plans, including beneficiary identification, community engagement, and assistance delivery.
  • Coordinate closely with consortium partners, local actors, and other stakeholders to ensure harmonized implementation and strong field presence.
  • Ensure proper rollout and adherence to Mercy Corps’ SOPs, guidance, and quality standards during field-level activities.
  • Conduct regular field visits to monitor project progress, provide troubleshooting, and ensure implementation challenges are addressed.
  • Conduct field assessments and make recommendations about the needs and vulnerabilities of the target populations in the program objectives.
  • Coordinate with the financial service provider and ensure a smooth cash disbursement.
  • Coordinate closely with logistics and finance teams to support timely procurement, payments, and logistics for field activities.

 

PARTNERSHIP and CONSORTIUM ENGAGEMENT

  • Serve as the main Mercy Corps focal point for field-level coordination with consortium members and implementing partners.
  • Support consortium-wide implementation efforts by ensuring timely data sharing, participation in joint assessments, and facilitating joint field visits.
  • Collaborate with partners on planning, implementation, and reporting, fostering a collaborative and transparent working relationship.

 

REPRESENTATION and COORDINATION

  • Represent Mercy Corps in field-level coordination bodies, including local working groups, municipal coordination meetings, and sectoral gatherings.
  • Maintain effective relationships with municipalities, local authorities, and community-based organizations to ensure strong acceptance and outreach.
  • Liaise with financial service providers to facilitate effective cash distribution processes at the local level.

 

TECHNICAL OVERSIGHT

  • Work closely with MEL and regional teams to ensure proper data collection, field reporting, and implementation of accountability mechanisms.
  • Support regular assessments, post-distribution monitoring, and field-based learning efforts to improve program effectiveness.
  • Document lessons learned and share field-level insights with program and technical teams to inform future design and implementation.

 

TEAM MANAGEMENT

  • Supervise and coach Cash Officers and field team members, promoting high performance and professional development.
  • Identify capacity gaps and support team training and skill development related to cash and emergency response programming.
  • Foster a supportive and respectful work environment among field teams and ensure adherence to Mercy Corps’ values, safeguarding, and code of conduct.

 

SAFEGUARDING RESPONSIBILITIES 

  • Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.
  • Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members.
  • Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other options.

Works Directly With: MEL Team, Program team, Logistics and Finance teams, Regional team, HQ-based Program Operations and Technical Support teams

 

Accountability to Participants and Stakeholders

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.

 

Minimum Qualification & Transferable Skills

  • BA/S in Management or other relevant field;
  • At least three years of progressive experience in the implementation of Cash Programs
  • Knowledge of cash delivery mechanism and modalities.
  • Proven ability to liaise with Municipalities and to find constructive solutions;
  • Experience creating and managing detailed action/project plans and budgets;
  • Experience drafting detailed requirements for use by third parties to execute against;
  • Proven ability to work with vulnerable participants from all backgrounds;
  • Ability to analyze and prioritize to meet objectives;
  • Great communication skills
  • Proficiency in English essential.

A successful candidate will have a passion for supporting and facilitating access to vocational training and education. S/he will have proven ability to learn quickly, take initiative, and be accountable for results.  Ability to work independently and as part of a team, with curiosity about and sensitivity to new cultures, a desire and ability to learn and grow, both personally and professionally, and a great sense of humor.

Mercy Corps Team members represent the agency both during and outside of work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues

Living Conditions / Environmental Conditions

This position is based in Zahle, Lebanon. The person will be required to spend at least 50% of their time in the relevant field offices in support of cash and humanitarian activities. The current cash program is in Bekaa, with possibility of expansion to other areas.
