Restricted Call for Applications
Call: Strengthen the capacity of crisis-affected community groups and enhance their agency to confront hazards and respond to their communities’ needs through Group Cash Transfers (GCT).
Target: Crisis-affected community groups in Tripoli, El Koura, and El Minieh-Dennie districts
Donor: Swedish International Development Cooperation Agency (SIDA)
Grant: between 2,000 and 5,000 USD

Restricted Call for Applications Oxfam in Lebanon and UTOPIA are pleased to invite semi-formal and informal community groups actively operating in Tripoli, El Koura, and El Minieh-Dennie districts and having ideas that could contribute to strengthening their capacity and enhancing their agency to confront hazards and respond to their communities’ needs to express interest and later be eligible to submit a proposal. Crisis-affected community groups interested in this opportunity and that meet the eligibility criteria listed below (see Section 3) will have to fill out the Application form in English or Arabic via a Google Form link (see Section 5) and send it through email to lebanonprocurement@oxfam.org.uk , mentioning in the subject : “GCT 2025-Group Name- Group Location” . Selected groups will be contacted within two weeks of the submission of their application and invited to an information session.
Section 1: Overview
Oxfam has been registered in Lebanon since 1993. Since then, using its extensive experience in development cooperation and humanitarian assistance at global and regional level, it has implemented numerous projects. In 2013, Oxfam expanded its mission and launched a large-scale programme in response to the Syria crisis. With offices in Beirut, the Beqaa and the North of Lebanon, Oxfam currently manages a wide range of projects funded by institutional and non-institutional donors as part of its humanitarian, governance and economic justice programmes.
UTOPIA has been a partner of Oxfam since 2013 under WASH, Livelihoods, Cash, and Protection projects. It has been working in the poorest neighbourhoods of Tripoli for several years, and has therefore established a strong presence and solid relationships, and gained the trust of communities and local authorities. UTOPIA holds an expertise in community-based protection; it works closely with multiple partners on community engagement and on increasing linkages and synergies with other projects it implements in Tripoli
Section 2: Project’s Objective and Process
Through the Group Cash Transfers approach1, Oxfam in Lebanon and UTOPIA will work directly with 9 community groups (at least 25 percent will be women-led groups) in Tripoli, El Koura, and El Minieh-

Dennie districts that have ideas to strengthen their capacity and enhance their agency to confront hazards and respond to their communities’ needs. The process aims to transfer decision-making power and agency to crisis-affected community groups by facilitating their access to resources and addressing their needs and priorities at the local level while ensuring agency is respected and preserved. This will also allow for the establishment of mutual accountability and ownership over project implementation, resulting in more sustainable outcomes.
Throughout the process, Oxfam and UTOPIA will provide the groups with support on basic project development and management tools. Oxfam and UTOPIA are happy to provide or facilitate tailored capacity strengthening when required or requested.
The pre-selected community groups will:

Attend an information session organized by Oxfam and UTOPIA about the selection process, criteria, proposal, and timeline.

Consult with community members to identify priorities or use finding from community consultations to design a proposal.

Submit a proposal for a GCT grant to implement a community-oriented initiative for humanitarian response to be finalized by end of December 2026 at the latest.

Receive close support and guidance by Oxfam and UTOPIA while drafting the proposal and the budget.
Section 3: Selection Criteria
Nine proposals will be selected through a competitive process based on a set of criteria that includes the following:

Presence in Tripoli, El Koura, and El Minieh-Dennie districts.

Have/Create a name and of at least 10 members who have the will, commitment and capacity to successfully implement their initiative.

At least 50 percent of the group members are expected to be women.

Have gained the trust and respect of fellow community members.

Have an idea for an initiative for humanitarian response which aims to contribute to the wider community and could be implemented successfully in maximum 5 months.

Ready to implement their initiative immediately, but need some support (whether funds, skills, equipment, information, or connections) to do so.

The idea respects the principle of Do No Harm.

The idea serves and/or engages the widest segment of the target community2.
