SENIOR ASSESSMENT OFFICER

POSITION PROFILE

Under the supervision of the Research Manager, the Senior Assessment Officer (SAO) will support the implementation of IMPACT’s WASH-focused research portfolio in Lebanon. This includes research design, data collection, analysis, reporting, and dissemination. The SAO will bring a WASH background and contribute to sector-specific assessments, including household- and Key Informant-level research, with a focus on promoting and including partner’s participation and producing timely and actionable analysis to inform the humanitarian response.

The SAO must demonstrate strong analytical skills, including the ability to critically assess complex datasets, identify key trends, draw meaningful conclusions, and translate findings into clear and compelling insights for humanitarian actors. Strong writing, visualization, and presentation skills are essential, as is the ability to tailor messaging for diverse audiences, and guiding team members in strengthening analytical approaches across research cycles. It also requires comprehensive communication and coordination with project partners.

RESPONSIBILITIES

The Senior Assessment Officer’s responsibilities include:

RESEARCH CYCLE MANAGEMENT

§ Under the guidance of the RM, lead the implementation of the WASH assessment research cycles, including ensuring timely coordination across teams and quality assurance of research design, data collection, and analysis

§ Ensure research contributes to strategic response planning, by engaging with partners on relevant research phases.

§ Coordinate closely with the Research Manager and Field Manager on operational needs, including logistics, procurement, and recruitment, and liaise with ACTED support departments when relevant.

§ Ensure risk management and contingency planning is integrated throughout the research cycle.

RESEARCH AND TECHNICAL SKILLS

§ Development of Terms of reference, tools, and data analysis plan, with review from country team, IMPACT HQ and relevant partners.

§ Ensure data quality through the review of tools, pilot testing, supervision of data collection, and oversight of cleaning and validation processes.

§ Drafting the research output for relevant research cycles. The SAO should be independent in their report writing and produce error-free outputs and tools requiring minimum reviews.

§ Coordinate with the Data Officer and GIS Officer to produce user-friendly outputs.

§ Coordinate with the data officer on sampling, data cleaning, data analysis scripts and development of the WASH prioritization matrix.

STAFF MANAGEMENT AND TRAINING

§ Ensuring coordination with research and field team, under the supervision of the RM

§ Together with the RM, promoting capacity building across the mission related to deepening analytical capacities using existing research capacity building portfolio.

§ Ensure clear delegation of sub-tasks across research, field, and support teams based on a pre-agreed action plan and RACI matrix. Flag any delays or role confusion to the RM proactively.

COORDINATION

1. Internal Coordination

§ Coordinate the different research and field team to ensure high-quality implementation of the activities;

§ Interacting autonomously but under the guidance of the RM, with HQ departments.

§ Supporting senior management with designing, planning, and implementing strategies, and objectives.

§ Maintain regular communication and coordination with the RM, Data, GIS, and Field teams to ensure smooth and clear implementation.

§ Proactively seek clarification on ownership of cross-team tasks,and contribute to development of joint action plans with Field Manager, Data, and GIS teams, ensuring that responsibilities are documented and reviewed weekly.

§ Send weekly updates via teams on progress, upcoming phases and limitations

2. External Coordination

§ Serving as the primary point of contact with external response actors, for the research design, data collection planning, and joint analysis.

§ Representing REACH in relevant working groups

§ Present research findings to coordination forums, partners, and donors, and incorporate feedback.

The Senior Assessment Officer will maintain the strictest confidentiality on all data collected and related processes. They will actively take measures to prevent the unauthorized sharing of any information and data belonging to IMPACT and its partners or collected during his/her assignment with IMPACT.

Safety and Security

o Follow ACTED safety and security protocols and norms inside the country.

o Follow ACTED code of conduct in country.

o Communicate any security incidents immediately to the relevant senior staff.

o Ensure that data collected is removed from paper or smartphone platforms as soon as the data has been transferred to the REACH senior assessment staff.

o Ensure the privacy and security of the information collected in the field.

o Protection Mainstreaming

o Promoting of and adhering to Prevention of Sexual Exploitation and Abuse policy and guidelines (for site residents, ACTED staff, partner agencies, casual labors etc.)

REQUIREMENTS

v Years of work experience 3 years of relevant working experience in a humanitarian setting, such as assessments, monitoring and evaluation, research design and analysis, etc.;

v Research skills Excellent quantitative and qualitative research data analysis experience required;

v Familiarity with aid system Good understanding of the aid system and the research community. Prior experience with humanitarian coordination forums preferred;

v Thematic experience Prior experience with WASH-related topics in emergency settings, along with a comprehensive understanding of the humanitarian context in Lebanon, particularly regarding refugees.

v Communication/reporting skills Excellent verbal and written communication and drafting skills for effective reporting required;

v Academic qualifications Excellent academic qualifications, including a master’s degree or equivalent in a relevant discipline (e.g. international studies, development, humanitarian response, data science, political science, etc.);

v Software skills Proven knowledge of the Microsoft Office Suite, to include Word, Excel, and PowerPoint. Familiarity with R, SPSS and/or STATA or other statistical analysis software an asset

v Security environment Ability to operate in a complex and challenging security environment.

v Experience in geographical region Past experience in the region is desirable;

v Language skills Fluency in English and Arabic is required.
