Construction of Sewer Line in Imam Hussein Roundabout – Kafaat Region

CARE will evaluate all proposals based on the following criteria. To ensure consideration for this Request for Proposal, your proposal should be complete and include all of the following criteria:

1. Technical Proposal (Methodology, Workplan, Understanding of Scope)
2. Work Schedule & Milestone Plan: Realism, clarity, and feasibility of the proposed construction timeline and milestone plan, including contingencies for delays.
3. Availability of the services within the required delivery time.
4. Post-Completion Support & Responsiveness: The contractor’s ability to provide timely support during the Defects Liability Period, including response time to repair requests,
availability of necessary resources for corrections, and coordination with the client/engineer during any post-construction issues.
5. Defects Liability Period (DLP): The contractor shall be responsible for repairing any defects or faults in the work that appear within the defined defects liability period after completion (typically 12 months). The duration and conditions of the DLP must be clearly
stated in the proposal
6. Relevant Experience and Past Performance (at least 3 similar projects)
7. Contractor’s citations and awards.
8. Any testimonials, survey response/s from previous buyers and/or partners.
9. Qualifications and Experience of Key Staff
10. Availability of contractor’s representatives to call upon and consult with.
11. The ability of the contractor to render satisfactory service in this instance.
12. Compliance with Technical Specifications and Drawings
13. Health, Safety, and Environmental (HSE) Compliance: Contractor’s demonstrated capacity to implement and maintain site safety, environmental protection measures,
and compliance with national labor and environmental regulations
14. Equipment & Machinery Availability: Availability and adequacy of equipment, tools, and machinery required for successful and timely execution of the works.
15. Financial stability of the contractor.
16. Financial Proposal (BoQ and Cost Competitiveness)

 Vendors are required to submit a written notification of their intent to participate or not to participate in the bidding process via email to procurement@careliban.org no
later than June 17, 2025.
 Proposals will be accepted until 5:00 PM (Beirut time) on June 26, 2025.

Submissions must be delivered in one sealed outer envelope to the following address:

 Inside the outer envelope, bidders must include two separate sealed envelopes:
One labeled “Technical Proposal”
One labeled “Financial Proposal”
The tender reference number “CARE-LBN-T-2025-007” must be clearly indicated on the outer envelope.
 Late submissions will not be considered.
 Any proposals received after this date and time will not be accepted. All proposals must be signed by an official agent or representative of the company submitting the proposal.
 If the organization submitting a proposal must outsource or contract any work to meet the requirements contained herein, this must be clearly stated in the proposal.
Additionally, all costs included in the proposals must be all-inclusive to include any outsourced or contracted work. Any proposals which call for outsourcing or contracting
work must include a name and description of the organizations being contracted.

Site Visit Requirement:
A mandatory site visit has been scheduled for 19 June 2025.
Bidders who wish to participate in the site visit must contact jinane.homayra@careliban.org to schedule an appointment.
It is essential that all bidders attend the site visit to ensure their proposals are accurate and complete. This will help avoid any misunderstandings or discrepancies in the submitted proposals.
