Operations and Safety Training

 

Michel Daher Social Foundation (MDSF), established in 2014, is a Lebanese NGO dedicated to addressing the unique challenges faced by communities in Central Bekaa. Committed to creating an environment where individuals can achieve their highest potential, the foundation focuses on community health care, economic and human capacity building, sustainable community development, and livelihood. MDSF's mission is rooted in providing support to help people overcome life challenges and to make a positive impact on the Bekaa community.

Project Overview:

The project aims to increase access to safe and reliable water services among communities in Zahle Caza, Lebanon, with a focus on improving the capacities of the Bekaa Water Establishment (BWE) and enhancing water services for upstream and downstream communities of Jdita. The project includes technical and material capacity strengthening, community engagement, facilitation of allocation agreements, and activation of the regional water network.  

Scope of work

Operations and Safety Training

The selected company will conduct a comprehensive 8-hour training program for the facility’s staff, consisting of two components: 3 hours focused on safety procedures and 5 hours dedicated to the operation of the solar energy system. Each component will address critical and complementary aspects of ensuring safe and efficient facility management.

1. Safety Procedures and Operational Protocols Training

This training shall cover critical safety practices and preventive measures related to working within the Jdita Water Station. Topics must include, but are not limited to:

·   General behavior and conduct within the facility

·   Safe cleaning procedures for solar systems

·   Safe interaction with electrical, mechanical, and chlorination systems

·   Working at heights

·   Prevention of slips, trips, and falls

·   Safe entry and operations in confined spaces

The training must be interactive, practical, and tailored to the facility’s operational environment and risks.

2. Solar System Technical Training

This session shall focus on providing an in-depth understanding of the installed solar systems, covering:

·   Overview of system components and technical design

·   Engineering principles behind system operation

·   Best practices for maintenance and troubleshooting

·   Techniques for maximizing efficiency and system performance

The goal is to equip staff with the technical knowledge needed for basic system operation and informed decision-making.

All training sessions shall be conducted in both English and Arabic, ensuring clarity and full comprehension by all staff members. The sessions should be inclusive, participatory, and designed to enhance both awareness and technical capability.

The Qualifications

The contractor is to fulfill all requirements of the scope of work, and in case of any discrepancies and/or unexpected circumstances to notify immediately. The contractor is to provide  the following documents:

·   CV or qualifications

·   Training methodology

·   Training material

·   Technical Language Capability Declaration (fluent in both Arabic and English)

SELECTION CRITERIA

The consultant will be selected based on:

  • ID and Resume are a must
  • Technical Competence: This encompasses the consultant's experience and curriculum content.It constitutes 60% of the scoring criteria.
  • Value for Money: This criterion assesses the cost-effectiveness of the consultant's services compared to their competitors while ensuring quality and meeting project objectives. It accounts for 40% of the scoring.
