Position Title:  Field Support Specialist – SWAM Project

Location: Akkar – Based at the Union of Municipalities, with regular visits to project sites

Reports to:  SWAM Project Manager

Contract Duration:  2 months (with possible extension based on performance)

Start Date:  As soon as possible

Monthly Fee:  1,200 USD (consultancy basis)

1. Background

COOPI – Cooperazione Internazionale is implementing the SWAM project in Tripoli and Akkar, aiming to support local governance, community engagement, and improved access to basic services. In this context, COOPI is recruiting a Field Support Specialist to support the technical unit and ensure timely and quality execution of field activities in alignment with the project implementation plan.

2. Purpose of the Role

The Field Support Specialist will work full-time from the Union of Municipalities (UoM) office in Akkar and will be responsible for supporting the technical team in executing and monitoring project activities on the ground. The specialist will ensure field coordination, daily progress tracking, stakeholder follow-up, and timely reporting on implementation status and key performance indicators.

3. Main Responsibilities and Tasks

A. Field Implementation Support

· - Assist the technical unit in executing project activities across selected sites in Akkar.

· - Monitor implementation progress against the approved plan and report any challenges or delays.

· - Ensure that implementation aligns with project standards, timelines, and community engagement principles.

· - Support coordination with municipalities, service providers, and field actors to ensure smooth operations.

B. Coordination and Communication

· - Maintain daily coordination with the SWAM Project Manager and the technical team.

· - Act as COOPI’s field focal point for assigned activities, liaising with local stakeholders as needed.

· - Represent the project during municipal or field-level meetings when requested.

C. Monitoring and Reporting

· - Submit weekly updates detailing activity progress, risks, and mitigation actions.

· - Support data collection and documentation of field-level results related to key project indicators.

· - Prepare implementation reports summarizing achievements and challenges for internal use.

· - Take part in on-site verification and documentation (photos, attendance, field notes).

4. Required Qualifications and Experience

· - University degree in Engineering, Project Management, or a related technical field.

· - Minimum 2 years of experience supporting field implementation of development or humanitarian projects.

· - Strong experience working in or with municipalities is an advantage.

· - Good understanding of project cycle management, field coordination, and activity monitoring.

· - Fluency in Arabic and good command of English (spoken and written).

· - Residency in Akkar is required.

· - Ability to work independently, manage priorities, and maintain regular field presence.

· - Willingness to use the Union of Municipalities vehicle when available for site visits.

5. Additional Information

· - This is a consultancy position for two months with a monthly fee of 1,200 USD.

· - Possible extension based on project needs and consultant performance.

· - The position is full-time and based in Akkar. Field mobility is required.
