CEOI for the selection of partners for implementation of UNHCR Lebanon's project: Protecting displaced and stateless populations by empowering communities and delivering protection and basic assistance services (2026-2027)

The list below provides an overview of all projects included in the UNHCR 2026-2027 Call for Expression of Interest:

Projects at the governorate level:

Project 1: Protection- CBP, CP, GBV, PWSN, PNA (Protection needs assessment), Legal aid            

    • Organizations applying to Project 1 must cover all the sectors/ activities specified under the project. Sub-contracting arrangements are accepted and encouraged.
    • The applicant should carefully read the key considerations included in the proposal listing the required protection experience for this project. The applicant must demonstrate at least 3 years of experience within the past 5 years in delivering EITHER child protection OR GBV case management
    • Organizations can apply to one or more of the 8 governorates covered by the CEOI.

 

Project 2: Basic Assistance/Shelter- Shelter, Interagency mapping platform (IAMP), Cash-based Interventions (CBI), core relief items (CRIs)

    • Organizations applying to Project 2 should cover all the sectors specified under the project. Sub-contracting arrangements are accepted and encouraged.
    • Organizations applying to Project 2 with operational capacity in Bekaa, are strongly encouraged to apply to Project 7- warehousing (see reference under project 7).
    • Organizations can apply to one or more of the 8 governorates covered by the CEOI.

 

Projects requiring countrywide coverage:

Project 3: Statelessness

    • Organizations applying to project 3 are required to cover the entire country.

Project 4: Protection monitoring

    • Organizations applying to project 4 are required to cover the entire country.

Project 5: Clinical mental health

    • Organizations applying to project 5 are required to cover the entire country.

Project 6: GBV-CP capacity building

    • Organizations applying to project 6 are required to cover the entire country.

Project 7: Warehousing (In Zahle)

    • Organizations can apply to Project 7 only if they have already established capacity to operate in Zahle.
    • Organizations applying to Project 7 should also apply for Project 2.

 

Methodology:

  • Organizations can apply to multiple projects
  • The submission of the concept notes through the UN Partner Portal UNPP is a mandatory requirement.
  • Organizations are required to submit one concept note per project, irrespective if the application is by one partner or by a partner and sub-contractors.
  • Organizations are required to complete the Organizational Capacity Review per organization through the KOBO link.
  • UNHCR welcomes the collaboration among organizations for joint applications to meet the expected results and promote localization. Therefore, the sub-contracting modality will be an accepted modality for this call, whereby several organizations submit one concept note to cover an entire project. NB:  Sub-contracting arrangements should be limited to a maximum of four organizations, including the lead applicant agency.

How to Apply

The CEOI Cover Note provides guidance to organizations on the methodology and application process including the mandatory KOBO form- Please read it carefully.

All submissions and annexes must be submitted in English through the UN Partner Portal  https://www.unpartnerportal.org/landing/opportunities/. If applicants are not able to complete the Portal registration process by the submission deadline, submissions via email will not be accepted. Therefore, all applicants are urged to initiate and finalize the portal registration requirements at the earliest possible to avoid any issues.

Organizations are required to submit one concept note per project, regardless of application by one partner or by partner or and sub-contractors.

The Concept Note should not be a fully developed project document and should be concise, outlining the methodology and approach to be used to address the needs and to achieve the expected results under the selected project.

Organizations are also required to complete the Organizational Capacity Review per organization through the KOBO link provided in the Cover Note.

Submission of one Organizational Capacity Review per CEOI is required, irrespective of the number of projects the organization is applying for. The Organizational Capacity Review provides UNHCR with an overview of the applicant’s internal financial management and procurement systems, Partner PSEA capacity self-assessment, Partner Data Protection and Information Security Self-Assessment.

Organizations are required to attach all the supporting documents requested in the Organizational Capacity Review. Failure to submit the necessary documents may limit UNHCR’s capacity to properly review and assess the organization’s capacity to implement the proposed projects.

Attention: Registration with the Government of Lebanon is a pre-condition for selection of partners. Legal registration with Ministry of Interior and Ministry of Finance in Lebanon is mandatory. Receiving an account number from the Ministry of Interior is not sufficient to be eligible to apply to the Call for Expression of Interest. All applicants must submit a copy of registration documents along with every EOI submission.

Open house session:

UNHCR Country Office will hold an in-person information sharing session with interested organizations to provide further information on the application process and answer questions ON June 23rd from 11:00 AM to 1:00 PM. Questions and answers raised during the group sessions will be posted via the UN Partner Portal for transparency and accessibility to all applicants. Below is the pre-defined date for the session. Applicants are required to register through the link provided in the Cover Note.
