Monitoring Evaluation Accountability Learning (MEAL) Manager

Main objective:

The MEAL Manager, under the direct supervision of the General Coordinator implements  and monitors the MEAL program activities and lead on Accountability. She/he is responsible for:

  • Monitoring and Evaluation (M&E);
  • Capacity building of MdM staff and partners on monitoring & evaluation
  • Accountability

 

 In the country, she/he is the direct supervisor of the data officer and technical supervisor of 3 MEAL officers.

 

 

Main responsibilities:

 

  • Coordination with the technical and programme departments to develop tools and ToRs for studies/surveys (KAPs, Baseline, midline, endline etc.) ensuring quality and integrity of data collection and analysis
  • Collaboration with the PM and Field Coordinators to flag project deviation/delays/quality for correction and recommendations for] improvement
  • Support capacity building of the Program and MEAL team on MEAL;
  • Setting up of Mission and Programme monitoring plans
  • Support the M&E officer to track project MEAL plans and conduct data quality assessment
  • Support the Data Officer on data collection, cleaning and reporting

 

Main Activities:

  1. Monitoring and Evaluation (M&E)
  • Lead in developing project logframe and MEAL plan
  • Follow up on the Mission indicators, analysis and interpretation of data, proposition adjustment if need. 
  • Support the development of data collection, methodologies and guidelines for projects and programme indicator with the support of the Data officer.  
  • Ensure abidance with GDRP rules;
  • Prepare and update project level MEAL plans and share with relevant staff for timely data collection.
  • Liaise/coordinate with bases/Field MEAL teams for timely completion of data collection and survey reports.
  • Ensure quality, validity and integrity of data collection, processing and analysis conducted by MEAL teams in the bases.
  • Prepare ToRs for evaluations and lead on internal evaluation exercises.
  • Ensure the production of summaries for data analysis when required (graphs, tables report)
  • Act as the technical advisor for the use of Monitool at mission level.
  • Developing the architecture of the monitoring system: from paper forms to consolidated data used for analysis,
  • Defining policies and procedures related to the monitoring & data collection, with support from MEAL HQ referent
  • Ensuring data quality control, back-up,
  • Ensuring abidance of the MEAL team to monitoring guidelines and SOP
  • Data troubleshooting and problem solving.

 

  1. Accountability
  • Lead the roll-out of the feedback and complaint response mechanism.
  • Ensure the implementation of regular beneficiaries Satisfaction Survey and other feedback mechanisms; and their internal and external dissemination.

  1. Capacity building of MdM staff and partners on M&E
  • Suggest and organize trainings on MEAL to program and MEAL staff, i.e., Data collection and analysis (method, format, software etc.), indicator’s progress tracking, Means of Verifications, case studies/success stories Feedback and Complaint Response Mechanism etc.
  • Support technically the MEAL teams and contribute to designing data collection methods, sampling, data entry/extracting/cleaning, and interpretation of data;
  • Ensure review of means of verification and data filing;

 

  1. Learning, reporting and proposal writing
  • Supervise the update of the monthly/quarterly/semestrial data on monitool
  • Submit monthly MEAL reports for the program team as needed
  • Lead monthly MEAL meeting to discuss achievements, delays and actions
  • Participate in donors’ reporting and proposal writing.
  • Participate in the writing of internal MdM reports such assessment reports.
  • Support MEAL officers on drafting surveys reports
  • Produce high quality learning reports

 

  1. Other
  • Represent MdM in coordination meetings with other partners (on MEAL related activities)
  • Represent MdM with MoPH IT focal point
  • Perform any other additional duty on request of his/her line manager
  • Respect MDM principles/values and MdM policies (PSEA, Child safeguarding, Fraud and corruption etc.)
  • Develop, build and maintain a team working environment.  
  • To carry out annual reviews for the team members

Requested Profile

 

  • At least three five years of management experience in MEAL in NGOs
  • Experience with Phenics (MoPH information system) is an added value
  • Solid experiences at least one of the following sectors: MHPSS, PHC, SRH
  • Arabic and English language are mandatory (French is an asset)
  • Demonstrable experience in the design and use of both quantitative and qualitative data collection tools, and data coding, cleansing, analysis and presentation:
    • Excellent command on Excel is mandatory
    • Skills in RIMS (referral information management system) and data collection tools (Kobo)
    • Skills on information management and business intelligence tools (PowerBi, Tablau or others)

The main responsibilities and activities of the DATA & MEAL Manager can change depending on the work organization and the team composition.

This job description can be modified at any time according to changes in MdM activities or in the context with prior notice and agreement between the two parties. On demand of the direct supervisor, other tasks might be added to that present list.
