MEAL Coordinator

Key Responsibilities:

1. Monitoring and Evaluation Systems Development & Implementation:
• Develop and maintain MEAL frameworks (including Logframes, MEAL Plans, Indicator Performance Tracking Tables - IPTTs) for all education and multi-sectoral projects.
• Ensure project indicators are SMART, well-defined, measurable, and aligned with donor requirements and organizational goals.
• Establish harmonized tools and processes for routine data collection, verification, validation, cleaning, and reporting.
• Set up data management systems and maintain project databases ensuring real-time tracking of project progress.
• Monitor activity implementation by conducting regular field visits, using quality benchmark tools and checklists to document performance and improvements.
• Collect pre/post intervention data to assess behavioral or performance changes among beneficiaries.
• Support and coordinate baseline, midline, and endline assessments, in collaboration with field teams and third-party consultants.

2. Data Management, Analysis, and Reporting:
• Aggregate and analyze data from all sectors to produce monthly and quarterly monitoring reports, highlighting key trends, challenges, and programmatic recommendations.
• Ensure all programmatic and MEAL data is stored securely, backed up, and accessible to relevant stakeholders for decision-making.
• Validate and submit MEAL data to donor platforms (e.g., ActivityInfo) and national coordination platforms, ensuring data quality and compliance.
• Work closely with the Communications and Programs teams to share success stories, outcome-level findings, infographics, and evidence that can be used in reports, fundraising, and advocacy.
• Support the technical teams in designing and coding online tools using KoboToolbox or ODK.
• Contribute to donor and internal reporting by providing accurate and evidence-based MEAL inputs on outputs and outcomes.

3. Accountability to Affected Populations (AAP):
• Ensure that all projects have functioning feedback and complaints mechanisms in place, adapted to age, gender, and vulnerability groups.
• Promote transparency and access to information by ensuring communities are informed about project goals, activities, targeting criteria, and entitlements.
• Log all feedback in the accountability database and coordinate referrals and follow-ups, especially for sensitive cases (e.g., GBV, safeguarding, fraud).
• Conduct regular feedback analysis and present trends and action plans to program teams for programmatic adjustments.
• Work closely with the Accountability Focal Point or Manager to ensure proper closure of feedback loops and documentation.

4. Learning, Knowledge Management, and Use of Evidence:
• Facilitate learning events, after-action reviews, and pause-and-reflect sessions with program and support teams.
• Contribute to the development of learning agendas and document success stories, challenges, and lessons learned.
• Coordinate with program staff and sector leads to capture changes in beneficiaries' lives and progress toward project objectives.
• Support knowledge transfer across departments and locations to ensure continuous improvement.
• Document methodologies, innovations, and processes that can be scaled or replicated in future programs.

5. Cross-Sectoral and Emergency MEAL Support:
• Ensure all MEAL tools and approaches are adaptable for use in protection, relief, shelter, and livelihoods programming.
• Participate in rapid needs assessments, real-time evaluations, and humanitarian response reviews during emergencies.
• Integrate MEAL into emergency projects from the design stage, supporting the timely collection of life-saving and recovery data.
• Support coordination and harmonization of MEAL practices across sectors to promote data integration and program synergy.

6. Capacity Building and Partner Support:
• Build the capacity of program staff, enumerators, volunteers, and partner MEAL focal points through structured training, coaching, and mentorship.
• Organize refresher trainings on MEAL frameworks, data collection, analysis, and accountability protocols.
• Assess the MEAL capacity of implementing partners and provide support in building tailored MEAL systems.
• Support partners in developing their own MEAL Plans and reporting templates in alignment with donor standards.

Child Safeguarding and Ethical Data Use:
• Promote a culture of child protection and safeguarding by ensuring all MEAL activities comply with child safety policies.
• Ensure informed consent is collected before any data collection involving children or adults.
• Uphold ethical principles in data handling, including confidentiality, secure storage, and data protection compliance.
