Human Resources Officer

II. Duties and Responsibilities

A. Recruitment and Workforce Planning (20%)

  • Schedule meetings with department and sector heads to discuss staffing needs and review current workforce status.
  • Design and update job descriptions for staff, interns, and volunteers in coordination with relevant departments.
  • Prepare the annual Human Resources plan, including budget forecasts, in collaboration with the Director of Human Resources, and submit it to the Finance Department.
  • Advertise job vacancies on CVC’s Daleel Madani portal and other online platforms.
  • Screen resumes, contact shortlisted applicants, and coordinate interviews and assessments.
  • Conduct interviews, draft employment offers for selected candidates, and prepare rejection letters for unsuccessful applicants.
  • Deliver orientation sessions for new hires and monitor their progress during the probation period.

B. Capacity Building and Performance Evaluation (20%)

  • Develop an annual training and development plan in coordination with heads of departments and sectors.
  • Monitor employee attendance and address related concerns as needed.
  • Facilitate the annual performance evaluation process: notify staff and managers, distribute evaluation forms, collect feedback, and schedule review meetings.
  • Communicate evaluation outcomes to relevant departments to support implementation of decisions.
  • Monitor and follow up on Probation Progress Reviews (PPRs) for all new hires.

C. Personnel Administration and Compliance (40%)

  • Ensure all staff, interns, and volunteers comply with CVC’s Human Resources and Volunteers Management Policy.
  • Monitor daily attendance for employees at the CVC Khaldeh Office and branch locations.
  • Prepare and process monthly payroll.
  • Manage leave requests and track employees’ leave balances.
  • Issue employment and salary certificates in coordination with the Director of Human Resources.
  • Organize and maintain up-to-date personnel files in a secure and systematic manner.
  • Ensure all staff submit monthly timesheets on schedule.
  • Draft employment contracts in coordination with CVC’s Legal Department.
  • Prepare internal memos regarding administrative decisions, holidays, and official communications.
  • Implement disciplinary measures, including issuing warnings to staff violating internal policies.
  • Oversee employee registration with the National Social Security Fund (NSSF), calculate contributions, and manage necessary documentation.

D. End of Service and Termination (10%)

  • Manage all termination and end-of-service procedures in accordance with CVC policy.
  • Conduct exit interviews for departing employees.
  • Issue financial and administrative clearance forms as part of the offboarding process.

E. Administrative Support and Representation (10%)

  • Meet regularly with donor representatives to address inquiries related to CVC’s Human Resources and Volunteers Management policies.
  • Deliver internal presentations or informational sessions to staff as required.
  • Perform other tasks as assigned by the Director of Human Resources.
