Senior Project Officer

1. Purpose

 

CARE established its presence in Lebanon in 2006 and has been responding to the Syrian Crisis since late 2012. Among CARE’s key imperatives is putting people it serves first through implementing cutting edge programming in areas it operates. CARE currently carries out activities in Beirut, Mount Lebanon, Akkar, North Lebanon, South Lebanon, and the Beqaa Valley. CARE implements both emergency and development projects contributing to livelihood, food security, protection, gender, shelter, and water, sanitation and hygiene. It targets the most vulnerable people and populations, both host communities and refugees. Over the course of 7 years, it has supported over than half a million beneficiaries.

 

In Lebanon, CARE’s program strategy for the upcoming years will focus on strengthening and expanding its emergency response and capacity to provide basic assistance services while pursuing development projects in areas of food security and livelihood support, gender and protection. CARE intends to maintain its presence in all areas of Lebanon.

 

CARE Lebanon has scaled up rapidly over the past few years and today it has about 90 staff members, with more than 15 different local/international partner organizations. 90% of the team is composed of national staff, with a symbolic number of international members.

3. Organizational Relationship

The Senior Project Officer will be responsible for leading the implementation of an agriculture-focused project aimed at building the capacity of farmers through tailored training, technical support, and coordination with the Ministry of Agriculture (MoA). The role includes overseeing field operations, supporting the development of training content, managing relationships with stakeholders, and contributing to reporting and proposal development. S/he will ensure that all activities are delivered on time, within scope, and in alignment with CARE’s program quality standards and donor requirements.

 

4. Specific Duties and Responsibilities

1. Project Implementation & Farmer Training

  • Lead the planning, coordination, and delivery of farmer training activities, ensuring content is practical, relevant, and aligned with project objectives.
  • Supervise the development of training materials and ensure delivery by qualified technical experts or field staff.
  • Ensure farmer selection, registration, and participation are transparent, inclusive, and well-documented.
  • Conduct regular field visits to monitor the quality and impact of trainings.

2. Coordination with MoA and Stakeholders

  • Act as the focal point for coordination with the Ministry of Agriculture and other relevant public institutions.
  • Organize and participate in joint field visits, technical meetings, and consultation sessions with MoA representatives and local authorities.
  • Maintain strong working relationships with agricultural cooperatives, municipalities, and partner organizations.

3. Team Support and Field Oversight

  • Supervise and support Field Officers and Assistants in planning and executing project activities.
  • Provide technical guidance and coaching to ensure smooth implementation and quality assurance.
  • Ensure proper planning and logistical arrangements for field trainings, farmer support, and material distribution.

4. Monitoring, Reporting, and Documentation

  • Work closely with the MELA team to ensure timely and accurate data collection on training attendance, farmer progress, and activity outcomes.
  • Contribute to internal and donor reports, success stories, and learning briefs.
  • Maintain updated project documentation, beneficiary lists, and meeting records.

5. Proposal Development and Strategic Input

  • Contribute to the design of new project proposals, including needs assessments, activity design, and budgeting.
  • Provide field-level insights and data to support evidence-based proposal development and donor engagement.
  • Participate in brainstorming, lessons learned, and strategy sessions with program and partnership teams.

6. Compliance and Safeguarding

  • Ensure that all activities are in compliance with CARE policies and donor regulations.
  • Uphold CARE’s safeguarding principles and report any protection concerns or incidents.
  • Ensure accountability, gender equity, and inclusiveness across all project interventions.

 

 

5. Qualifications / special skills or knowledge

a. Skills & knowledge:

  • Education: High school diploma or equivalent; higher education in a relevant field (e.g., Social Sciences,  Agriculture, Environmental Studies) is a plus.
  • Experience: Previous experience in a field-based role, community work, or project support is preferred.
  • Skills: Strong organizational and communication skills, ability to work independently and as part of a team, and proficiency in data collection and management. Basic knowledge of computer applications and data entry tools.
  • Attributes: Detail-oriented, proactive, and able to handle multiple tasks in a dynamic environment

b. Experience:

At least   1-3  years of relevant experience, especially at NGOs, academic organizations, standard-setting bodies, public agencies focused on Agriculture.

c. Academic background:

High school diploma or equivalent in one or several of the following areas: Social Sciences,  Agriculture, Environmental Studies)

  1. Languages: English and/ or Arabic are the working language of CARE International in Lebanon.

Knowledge of other languages is an asset.

 

6. Other contract elements

Benefits: Social security/Health Insurance & Transport allowance.

The direct supervisor reserves the right to adapt this job description at any time during employment according to needs.

Any extension of this contract is dependent on performance review and funding availability.
