Background

Development Culture and Leadership (DCL) is a Lebanese NGO dedicated to serving vulnerable communities through a variety of humanitarian and development programs. As part of our commitment to transparency, financial accountability, and good governance, we are inviting qualified and independent external audit firms to submit proposals for the audit of our financial statements for the fiscal year ending December 31, 2025.

Scope of Work

The selected audit firm will be responsible for performing the following services:

• Review and audit of DCL’s financial and accounting records for the fiscal year 2025.
• Verification of the validity of accounting entries and their compliance with Lebanese accounting standards and applicable NGO regulations.
• Issuance of an Independent Auditor’s Report, expressing a professional opinion on the fairness and transparency of the financial position of the organization.
• Providing comments and recommendations to enhance financial performance and strengthen internal controls, if necessary.
• Holding an exit meeting to present findings and recommendations to DCL’s management.

REQUIRED SUBMISSIONS

Interested firms must submit the following documents:

1. Financial Proposal (Annex B) – including audit fees and breakdown.
2. Company Profile – years of operation, areas of expertise, and ownership.
3. Audit Team CVs – qualifications of key audit staff.
4. Business Registration and VAT Certificate.
5. Examples of past experience with NGOs or similar organizations.
6. Contact details for two professional references.

DCL reserves the right to request additional documentation or clarifications if needed.
