Transparency International Lebanon (TI-LB) is Lebanon’s leading advocate for transparency, accountability, and good governance. Since 1999, TI-LB has been on the front lines of the fight against corruption, working to strengthen institutional integrity across Lebanon’s public and private sectors. As the national chapter of Transparency International, we believe in more than just envisioning a corruption-free society—we are actively making it happen by driving change, empowering citizens, and holding institutions accountable.
With a people-centered approach, TI-LB tackles corruption from multiple angles, guided by a robust Impact Matrix that emphasizes three core areas: Policy & Institutional Change, Behavior Change, and Awareness & Outreach. We operate as a guiding thread and conveying channel between international organizations, civil society, and citizens, creating a chain of dialogue and collaboration that promotes a participative approach to anti-corruption efforts. This continuous exchange of information fosters transparency, ensures well-informed communities, and bridges gaps between global standards and local needs.

3. Project Background
“LBN-CO-CFP-204-24 Promoting the Right of Access to Information” Project brief
Funded by UNDP Lebanon, the Project overall goal is to promote the effective implementation of the Right to Access to Information Law in selected municipalities through a community-driven, gender-responsive, and evidence-based approach. This will be achieved by empowering local communities, civil society organizations, local authorities and municipal staff through targeted awareness campaigns, capacity building, inclusive outreach, and hands-on support in submitting and following up on ATI requests.
The Project’s key objectives are:
(1) Three municipalities identified and engaged as pilots for local ATI implementation.
(2) Capacity of civil society organizations strengthened to support communities in accessing public information.
(3) Local communities, including women, youth, and persons with disabilities, empowered to understand and exercise their ATI rights.
(4) Increased awareness and public engagement through targeted outreach campaigns and trainings.
(5) Advocacy and legal support mechanisms activated to address rejections of ATI requests and promote accountability.
(6) Evidence generation and learning institutionalized through systematic tracking, success story documentation, and lessons learned reporting.
The project’s target audience includes local civil society organizations, municipal officials, community leaders, and members of the public in the selected municipalities, with a strong emphasis on inclusive participation and gender equality.
4. Scope of Work
TI-LB is seeking a Gender Consultant to develop a gender-responsive work plan for the “LBN-CO-CFP-204-24 – Promoting the Right of Access to Information” project. The work plan will aim to ensure inclusive participation by addressing the specific logistical needs of women, youth, and persons with disabilities. Key considerations will include accessible transportation and childcare arrangements to enable the active engagement of women with young children.
Duration:
The consultancy’s duration is expanded for one month, from July 10th to August 10th, 2025 extended from July 24th to August 24th, 2025
Duties and Responsibilities:
The selected Gender Consultant will be tasked to:
• Assess barriers to participation for women, youth, and people with disabilities in project activities.
• Recommend logistical arrangements that promote inclusivity (e.g., accessible venues, transportation, childcare support).
• Develop a comprehensive gender-responsive work plan aligned with the project’s goals and activities.
• Ensure the plan integrates gender equality principles and complies with international and national standards.
• Collaborate with TI-LB’s project team to incorporate the plan into the overall implementation strategy.
• Deliver a final document outlining the work plan and key recommendations.
List of Deliverables:
• Inception Needs Assessment Brief: A short report identifying key barriers to participation for women, youth, and persons with disabilities in project activities, based on a desk review and/or brief consultations.
• Gender-Responsive Work Plan: A detailed workplan outlining proposed measures to ensure inclusivity, including transportation solutions, childcare support, and accessibility arrangements.
• Presentation to Project Team: A virtual or in-person presentation of the final work plan to TI-LB’s team, summarizing the rationale, key measures, and implementation approach.
• Brief Implementation Note: A one-page summary or checklist to guide TI-LB’s team in operationalizing the gender-responsive work plan.
5. Required Competencies:
Skills:
• Proven expertise in gender mainstreaming and the development of gender-responsive strategies.
• Strong knowledge of inclusivity and accessibility considerations for women, youth, and persons with disabilities.
• Experience in conducting gender needs assessments and integrating findings into project planning.
• Excellent analytical, writing, and reporting skills.
• Effective communication and facilitation skills with diverse stakeholders.
• Familiarity with international and national gender equality frameworks and standards.
• Ability to work independently and deliver results within tight deadlines.
Education:
• A university degree in Gender Studies, Social Sciences, Human Rights, Development Studies, or a related field.
• A postgraduate degree in a relevant field is an asset.
Work Experience
• Minimum of 5 years of professional experience in gender analysis and developing gender-responsive plans or strategies.
• Demonstrated experience working with civil society organizations or international development projects.
• Prior experience designing inclusive programs or services in Lebanon or the MENA region is preferred.
• Experience in the governance, transparency, or access to information sectors is a plus.
Languages:
• Fluency in English and Arabic is required.
