Case Worker

 

National Institution for Social Care and Vocational Training NISCVT has a zero tolerance policy with regard to Sexual Exploitation and Abuse. Protection from Sexual Exploitation and Abuse (PSEA) is the responsibility of everyone. Selected candidates will therefore undergo rigorous reference and background checks against their past behavior against sexual exploitation and abuse and misconduct and may be required to provide additional information further on in the selection process. All individuals affiliated with NISCVT will be required to always comply with the PSEA Policy and Code of Conduct.

Optional: National Institution for Social Care and Vocational Training (NISCVT Beit Atfal Assumoud) is a humanitarian NGO working with the Palestinian communities in Lebanon since 1976 in development and emergency response. NISCVT’s mission is to contribute to the development of the Palestinian community in Lebanon through various projects and services addressing the needs of the whole family focusing on education, community, economic development and VTCs, health and relief including psychosocial support.

Optional Background

NISCVT runs a community based psychosocial support program within the frame of Makani multiservice centers in number of Palestinian camps in partnership with UNICEF. Withing this framework, NISCVT is seeking to recruit a PSS Senior Officer.

2. Objective of the position:

The purpose of the post is to assist in NISCVT’s PSS program offering focused non-specialized and case management services and support to children and families in the frame of the “[Project]” referred hereafter as the PSS program.

3. Key tasks and responsibilities:

The PSS Senior Officer will work under the supervision of [NISCVT center PSS coordinator], to whom he/she will report.

Collaborate closely with the PSS team

Actively participate in team meetings with coordinators and other members involved in project implementation to discuss challenges faced, achievements, difficulties and lessons learned.

Individual non-specialized support and case management

Follow up children with protection concerns under case management, guided by CPCM SoPs. Creating and monitoring Intervention plans to help reduce or eliminate the aggravating of CP and protection concerns. Conduct visits, meetings with stakeholders within the process of case management services aiming to prevent further abuse, seeking durable solutions and reduce risks as needed. Coordinate with and refer to the allied child protection services when the case needs intervention as required, develop an intervention plan accordingly.

Acts as a focused nonspecialized PSS officer. Follow up children in need of non-specialized extra support related to emotional, behavioral, relational, and other difficulties including child protection concerns and cases of child abuse. Assess and report on the most serious cases which require specific actions or responses. Liaise with, NISCVT child protection case management focal person for referrals to other allied CPCM services. Contribute to the creation and regular updates of service mapping about available allied/ complementary services.

Follow up children in need of individual focused nonspecialized PSS and act as case file initiator. Assess children and identify difficulties, develop a focused PSS follow up plan with specific PSS support that meets the need for each case, conduct individual sessions with goals and tasks that will help children meet goals

Attend activity sessions conducted by the team of animators. Receiving internal referrals from the center animators. Validate animators’ observations related to referred children and assess their condition and needs using standardized and validated case file tools.

Coordinate with and refer to the mental health specialist/ psychologist when the case needs higher level of specialized intervention as required, develop intervention plan accordingly with the mental health specialist through a case meeting.

Collaborate with the Psychologist on case discussions, or when need referrals to external specialized mental health/child development services, receive recommendations from Psychologist, and update on any changes in schedules of cases followed up by psychologist.

Acts as a support and back stopper for a team of PSS animators/facilitators in the center. Collaborate with the animators’ implementing activities with the children, offering recommendations for adjustments of activities which serve in the intervention plans for certain cases.

Preparing and delivering group activities and awareness sessions for caregivers on topics which serve as self-reflected caregivers /parent support, as well as on topics related to child protection and child development and other mental health topics.

Supporting the facilitators in organizing and running recreational and sport activities, socialization for children and Youth

Conducting home visits (if required and as needed)

Conduct information and awareness sessions with women and girls and community members to disseminate information about available services and key protection concerns

Assess psychosocial needs of beneficiaries (men, women, children and families)

Identify community members with psychosocial needs and make recommendations for the provision of psychosocial activities.

Safeguarding

Conduct focus group discussions with beneficiaries as part of Accountability to Affected Population AAP, and Beneficiary Feedback Mechanism BFM as well as conduct dissemination and information on NISCVT Code of Conduct and PSEA Policy

Report any incident or act that causes any harm to beneficiary or to others

Contribute to group sessions and Capacity building

Preparing and delivering group activities and awareness sessions for caregivers on topics which serve as self-reflected caregivers /parent support, as well as on topics related to child protection and child development and other MHPSS topics.

Supporting the animators in organizing and running recreational and sport activities, socialization for children and Youth

Documentation and reporting

Data filling and recording, i.e. beneficiary registration files, case file, attendance sheets, pre/post tests.. and ensuring confidentiality.

Regularly report on center based, outreach and community activities using agreed tools

Report feedback regarding Makani services and share information with line manager

Contribute to development of monthly and weekly center workplans

Contribute to preparation and submission of monthly data/or/as per donor requirements.

Contribute to preparation of data project and reports as per donor requirements.

Ensure the confidentiality of clients according to data protection standards

Other

Be available to participate in training in and outside the [NISCVT] centers

Support other tasks within [NISCVT] emergency response program as needed.

Support Rapid Assessment, interview, with targeted populations as needed.

Qualification & Job Requirements:

University Degree/Diploma, Psychology, Sociology, or social work or other degree backed by strong work experience/ training in psychoeducation or in Mental Health and Psychosocial Support and Child Protection programs, of minimum three years of experience in the domain.

Understanding of protection principles, case management and individual-centered approach.

Demonstrate understanding of working with children in particularly vulnerable children

Candidates must have the appropriate skills and training using proven quality and safety methods which underpins the delivery of a mental health and child protection service

Experience in NGOs or relevant work, and any other continuing professional development is an advantage.

Demonstrable experience of work and/or support to local NGOs, preferably in the Palestinian camps in Lebanon.

Applicants living in, or adjacent to camps and gatherings will be prioritized

Prior work experience in program Locations (Palestinian camps) is required

Previous experience of emergency response projects is an asset

Excellent communication skills

Flexible and responsive to program challenges, with willingness to take on additional tasks as needed.

Fluency in Arabic is a must. English is an asset

Capability of using PP, word processing, spread sheets, etc.
