About Developmental Action without Borders, Naba'a:

Developmental Action without Borders - Naba’a, is a Lebanese NGO operational since 2001. Registered under the Ministry of Interior (no. 104/AD), Naba’a is dedicated to serving all marginalized communities in Lebanon, especially children, without distinction of nationality, color, race, or religion. This includes communities within  camps and gatherings in Lebanon, as well as local Lebanese communities.

Nabaa's Employment Screening and Protection Protocol: 

Developmental Action without Borders, Naba’a, does not employ individuals who are married to children (persons under 18). Naba’a enforces a strict zero-tolerance policy regarding sexual exploitation and abuse, sexual harassment, abuse of authority, and discrimination. All prospective candidates must undergo thorough reference and background checks which will mainly verify employment history, professional performance, and adherence to the aforementioned policies. Furthermore, the selected candidates must provide a satisfactory Vulnerable Sector Screening or an equivalent criminal record check as a condition of employment.

  1. Key Responsibilities of HR Recruiter

1. Recruitment Planning & Job Advertising

  • Develop clear and accurate job descriptions in collaboration with the Programs Department and HR Coordinator based on project objectives and position requirements.
  • Post vacancies using appropriate recruitment platforms (e.g., Daleel Madani) and coordinate with the Media Department and Area Coordinators for broad dissemination.

2. Applicant Screening & Interview Coordination

  • Complete the longlist retrieved from the HR system and screen applications based on pre-agreed shortlisting criteria.
  • Prepare a shortlist of qualified candidates and coordinate approvals with relevant stakeholders.
  • Contact shortlisted candidates via phone for initial pre-screening and send formal interview invitations via email.
  • Schedule and coordinate interview dates with the HR Coordinator and Programs team for the formation of a suitable interview panel as well as interview questions
  • Prepare interview materials, including score sheets, self-declarations and evaluation forms

3. Interview Process & Documentation

  • Document interview results, including panel scores, notes, and candidates' responses.

4. Post-Interview Procedures

  • Conduct reference checks for the selected candidate via email and document responses.
  • Perform vetting procedures through five official sources and maintain proper documentation.
  • Collect and verify the legal status documents of the selected candidate.

5. Onboarding Process

  • Submit the recruitment request for approval to the designated authority
  • Complete the hiring file for the selected candidate in accordance with organizational standards as both soft copy on the HR System and as hardcopy.
  • Share a list of new hires with the HR Coordinator to arrange protection-related training and facilitate communication with field personnel.

6. Compliance and Ethics

  • Ensure complete commitment to Nabaa’s HR Policy, Anti-corruption policy, PSEAH, Safeguarding, Child protection, Complaint Mechanism, and Code of conduct.
  • Maintain confidentiality related to staff members and internal procedures

7. Report Writing:

  • Contribute to the preparation of the HR report, specifically the recruitment section, by providing quarterly data on the number of applications received, candidates shortlisted, and hires completed

8. Additional Responsibilities

  • Perform any other duties as requested to support the successful implementation of recruitment.

II. Competencies (as needed to perform the highlighted tasks):

1. Academic Qualifications:

Degree in Human Resources, preferrable specialized in recruitment 

2. Professional Qualifications:

1 year of professional experience in recruitment

3. Soft Skills:

  • Enables building positive relationships with candidates, hiring managers, and team members, contributing to a collaborative work environment.
  • Ability to clearly convey information to candidates and hiring teams.
  • Manages multiple vacancies, interviews, and documents simultaneously.
  • Handles sensitive information (e.g., salaries, personal data) with integrity and care.
  • Adapts quickly to challenges such as candidate dropouts, tight deadlines, or shifting hiring priorities.
  • Excellent teamwork skills 
  • Understands and respects diverse backgrounds, particularly important in NGO contexts involving displaced, vulnerable, or multicultural populations.

4. Technical Skills:

  • Drafting and posting job advertisements, screening resumes, conducting interviews, evaluating candidates, and managing onboarding processes.
  • Independently manage recruitment from start to finish, ensuring timely hiring.
  • Ensures legal compliance in recruitment and employment practices, reducing organizational risk.
  • Awareness of key platforms used for NGO job postings and access to a targeted candidate pool within the humanitarian sector.
