Qualifications

  • Bachelor’s or Master’s degree in Procurement, Supply Chain Management, Business Administration, Data Management, or a related field; a civil engineering background is a benefit.

 

Professional experience

  • proven multiannual (min. 3 years) experience of the full procurement cycle, preferably in an international development, NGO, or public sector environment or the private sector with experience in public tenders/procurement.

 

Other knowledge, additional competences

  • expertise of procurement regulations and compliance standards; EU public procurement frameworks are a benefit.
  • Hands-on experience with SAP-based procurement systems or other E-Procurement systems
  • Knowledge in Procure-to-Pay (P2P) digital workflows and automation.
  • Knowledge on Construction and Engineering tender procedures is a benefit
  • Experience in business partner data management and procurement data integrity.
  • Strong negotiation, stakeholder management, and analytical skills.
  • Ability to manage complex procurement processes while ensuring efficiency, transparency, and compliance.
  • Excellent communication skills in English and Arabic (mandatory); additional languages (e.g., German, French) are a plus.

     

  1. Responsibilities

Procurements in the P2P process within S4GIZ (SAP4HANA) are assigned to the activities of the operational plans of the projects.

In your role, you work on all job orders within your remit and are the main contact for advising managers and other staff members on all issues in the thematic area, particularly with regard to the procurement of goods, construction contracts, local financial contributions, service contracts, event management, and market research. You are also responsible for providing specialist support to colleagues in bands 2 and 3 and ensuring the quality of the commission’s outcomes.

 

You clearly communicate the relevant requirements, conditions, and restrictions in terms of your capacity to act with due regard for compliance rules, GIZ procurement regulations (PuR) and German and EU procurement regulations. You are expected to work independently and proactively in accordance with GIZ's procurement rules and support the Head of Procurement & Contracting Unit in strategic procurement planning.

 

You coordinate the process for awarding contracts, agree and enter into contracts in accordance with the relevant legal, contractual, socio-political, and corporate policy requirements, and monitor the processing and fulfillment of those contracts.

In this context, you research and identify potential providers and suppliers and obtain and evaluate bids. The role includes close consultation with the programs and projects in order to clarify details of their procurement requirements and provide solutions.

You also coordinate all issues within your area of work in consultation with your team colleagues and line manager, ensuring that they are dealt with promptly and competently. You resolve problems that arise in your area of responsibility based on existing rules and escalate more complex challenges to your team.

 

You are involved in ongoing process development within your remit, are responsible for knowledge management and records management and prepare and share documentation. You also provide training and advisory support to clusters and projects regarding procurement strategies, Terms of Reference (ToR) development, and compliance with procurement guidelines.

 

If required, you also support other experts in familiarizing themselves with and performing their tasks. You perform the tasks assigned to you by your Head of Procurement Unit, where required.

 

The procurement and contract specialist performs the following tasks:

  • Ensuring that procurement activities in the P2P process are properly assigned to project operational plans in S4GIZ (SAP4HANA).
  • Managing business partner maintenance within the system to ensure accurate and up-to-date records.
  • Implementing and overseeing records management to maintain compliance with procurement documentation requirements.
  • Collaborating with other involved units of the country office, as well as all projects and clusters, to ensure a coordinated procurement approach.
  • Advising project teams on procurement planning and ensuring compliance with procurement strategies and guidelines.
  • Managing the full procurement cycle from market analysis, supplier evaluation, contract negotiation, and post-contract management.
  • Conducting risk assessments related to supplier reliability, financial stability, and compliance with ethical sourcing standards.
  • Ensuring proper contract documentation, archiving, and audit-readiness of procurement processes.
  • Leading framework agreements and long-term contracts to streamline procurement efficiency.
  • Overseeing and ensuring the application of procurement thresholds and approval processes.
  • Supporting the development and implementation of e-tendering and digital procurement systems to enhance transparency and efficiency.
  • Providing regular procurement reports, analytics, and recommendations for optimizing procurement performance.
  • Coordinating with legal, finance, and logistics teams to ensure the smooth execution of procurement contracts and risk mitigation.
  • Assessing the submitted proposals based on the established criteria and required product specifications and negotiating agreements.
  • Managing procurement of construction contracts in compliance with VOB regulations, including Part A (Procurement Rules) and Part B (Contract Conditions).
  • Conducting due diligence checks and sanctions list checks, ensuring compliance with GIZ-defined in-depth vetting procedures.
  • Monitoring supplier performance, following up on orders, inspecting and assessing the quality of the supplied goods and services, and solving problems together with suppliers.
  • Informing projects and programs on time about the status of procurement and customs matters.
  • Maintaining business partner data within the system and ensuring compliance with internal and external regulations.
  • Supporting digital procurement through S4GIZ (SAP4HANA), including Procure-to-Pay (P2P) optimization.
  • Driving efficiency and innovation in procurement operations while ensuring sustainable and ESG-compliant procurement solutions.
