Food Security And Livelihood Field Officer

Action against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women, and children. Currently 500 expats and more than 5,000 employees are working for Action against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation. 

In Lebanon, the Syrian crisis continues to generate political, social, and economic pressure due to the war in Lebanon and keeps more than 1.5 million refugees in a situation of increasing vulnerability. In this environment of political, economic and social uncertainty, our teams have maintained their high levels of humanitarian response and aid to Lebanon. Likewise, our interventions have been maintained in the Bekaa and northern areas, as well as in the south of the country, with a special focus on working in partnership or in consortium with other organizations and on institutional strengthening of the relationship with both donors. institutional, such as with local authorities and entities.

The FSL Field Officer will Implement the daily field activities for the project under the supervision of the Head of Project (HoP) or Supervisor and deliver objectives and tasks on-time and to a high quality.

The FSL Field Officer will work with the team in a highly efficient manner, prioritizing needs and targets, and reporting in a clear and concise manner on the progress;

The FSL Field Officer provide support to the project teams for the assessment of WASH/Shelter/FSL and Basic Assistance needs and related response activities. Will oversee and be responsible for the delivery of assistance at the collective shelter and community level, coordinating with other field teams as needed, and ensuring progress towards common goals.

Objective 1: Ensure Timely and Quality Implementation of FSL and Basic Assistance Activities (60%)

  • Participate in beneficiary selection under the guidance of the FSL Supervisor or Head of Project.
  • Support the design of livelihood activities and related trainings.
  • Conduct field visits to deliver food kits and NFIs, and assess IDPs for emergency cash assistance.
  • Implement livelihood activities (e.g., distributions, trainings, monitoring).
  • Conduct household visits, FGDs, and KIIs as needed.
  • Follow up daily on cash-for-work activities with supervisors and municipal focal points.
  • Provide timely verbal and written activity reports.
  • Coordinate with communities, municipalities, and field actors to ensure smooth implementation.
  • Collaborate with ACF teams to identify and support program participants.

Objective 2: Quality Monitoring, Needs Analysis, and Accountability (20%)

  • Ensure activities align with program objectives and report deviations.
  • Identify unmet needs and propose program adaptations.
  • Monitor intervention quality in collaboration with MEAL.
  • Document good practices and areas for improvement.
  • Track field activities and ensure compliance with standards.

Objective 3: Reporting and Archiving (10%)

  • Submit weekly and monthly reports.
  • Archive all project documentation and means of verification.
  • Document challenges, lessons learned, and best practices.
  • Ensure accurate reporting using digital platforms (e.g., Kobo, ActivityInfo, ERNA, ECOSIMA).

Objective 4: Coordination and Referral Monitoring (10%)

  • Maintain coordination with internal departments (WASH, Shelter, FSL, BA) and external actors.
  • Support referral systems and ensure proper follow-up.
  • Promote awareness of hotline and feedback mechanisms.
  • Coordinate with shelter focal points for site management activities.

Objective 5: Security

  • Comply with mission and base security protocols.
  • Report any security concerns or non-compliance to security managers.

Objective 6: Support to Humanitarian Activities

  • Support emergency interventions and other activities aligned with ACF’s humanitarian goals, as per capacity.

Objective 7: Gender & Safeguarding (Cross-Cutting)

  • Promote safe, inclusive environments and apply gender and safeguarding policies.
  • Ensure compliance with safeguarding protocols.
  • Advocate for gender equality in all program activities.
