RFQ - Service Provider to provide supervisory services for ENABLE phase 2 interventions in Horsh Beirut: Construction of an open-air amphitheater and the establishment of a Green Center that will include a library, work pads, and walking areas

1. Introduction

With funding from the European Union, the International Labour Organization (ILO) is implementing ENABLE programme focusing on providing livelihoods opportunities to enhance the economic capacity of the most vulnerable and marginalized communities residing in targeted areas. The programme will provide integrated employment services and short‐term employment opportunities, which will reduce dependency on social assistance for the extremely poor and vulnerable, contributing towards social cohesion.

The programme for the current phase includes major interventions in Horsh Beirut, the largest green space in the city. Construction works will include the construction an open-air amphitheatre and the establishment of a Green Center that will include a library, work pads, and walking areas. The works will enhance the community's access to quality infrastructure while ensuring compliance with safety and environmental standards.

A contractor is being hired to conduct the above-mentioned construction works. ILO will now engage a service provider to provide supervision services for the construction works to be performed.

2. Scope of the consultancy

The objective of this assignment is to ensure that the construction works for the amphitheater and the Green Center are completed to the highest standards of quality, safety, and environmental compliance. The service provider will act as the client’s representative on-site, overseeing all phases of the project and ensuring that the contractor adheres to contractual obligations. The construction period will extend over nine months.

The specific objectives include:

2.1. Ensuring compliance with project design, specifications and standards

  • Verify that all construction activities comply with the approved design, technical specifications, and applicable codes and standards.
  • Ensure adherence to ILO’s regulations, including environmental, health, and safety requirements.

2.2. Quality control and assurance QA/QC

  • Implement and maintain strict quality control measures to guarantee that materials and workmanship meet project requirements.
  • Regularly review work execution against quality benchmarks and coordinate with third parties, consultants, or stakeholders to maintain an objective perspective on the performance, risks, and corrective measures required
  • Implement independent quality oversight mechanisms to monitor the project’s progress and identify potential challenges, ensuring that construction activities meet technical specifications, timelines, and compliance standards.

2.3. Monitoring and reporting progress

  • Track the progress of construction activities against the project schedule and milestones.
  • Identify any delays or bottlenecks and propose solutions to keep the project on track.
  • Prepare comprehensive progress reports capturing construction milestones, timeline adherence, budget utilization, and key performance indicators, while ensuring daily coordination with ILO engineers.

2.4. Monitoring safety and environmental compliance

  • Ensure the implementation of Occupational Safety and Health (OSH) measures to protect workers and the park’s users.
  • Monitor environmental compliance, including waste management, dust control, and preservation of natural resources.

2.5. Coordination and Stakeholder Engagement

  • Facilitate effective communication and coordination between the contractor, client, and other stakeholders.
  • Organize and participate in site meetings to address issues and update stakeholders on progress.

By fulfilling these objectives, the supervision team will play a critical role in delivering a successful project that meets the community’s needs while maintaining high standards of safety, quality, and environmental stewardship.

Thus, the service provider shall:

  • In the pre-construction phase:
    • Participate in kickoff meetings with contractors and stakeholders.
    • Adjust the initial workplan in close collaboration with the contractor and ILO.
    • Review mockups, samples and submissions.
    • Develop a risk register closely with the contractor and the training provider.
  • In the construction phase:
    • Supervise construction activities to ensure compliance with approved design and standards. The service provider shall assign a site supervisor to be present daily on site.
    • Monitor progress and ensure adherence to timelines and budgets.
    • Conduct quality control checks on materials and workmanship.
    • Verify the implementation of occupational health and safety (OSH) measures on-site and ensure that all activities are being conducted in compliance with ILO’s ESSF guidelines and LRBT, while closely coordinating with ILO’s focal point.
    • Facilitate coordination between contractors, suppliers, local authorities, and stakeholders.
    • Verify that the payment certificates submitted by the contractor accurately reflect the quantities and activities completed on site.
  • Post-construction phase:
    • Conduct final inspections and develop a snag list.
    • Ensure completion of all BoQ items and handover of completed works.
    • Prepare and submit a final supervision report, including recommendations and lessons learned.
3. Project Deliverables The service provider shall submit to the ILO the following documents:
  1. Deliverable 1: Inception report, including a detailed supervision plan and risk assessment, and the agreed workplan, to be submitted by the 15th of August 2025.
  2. Deliverable 2: Satisfactory and timely submission of 9 monthly progress reports (as per ILO templates), including site photos and updates on works’ quality, progress and challenges, along with monthly quality assurance and safety compliance reports, supported by weekly site inspections, to be submitted by the end of each month of the contract period.
  3. Deliverable 3: Final handover and submission of a comprehensive completion report, to be submitted by 15 December 2025.
4. Reporting, Coordination, and payment modality

The service provider will work under the overall supervision of the Chief Technical Adviser and the project’s engineer and shall coordinate closely with the ILO focal point that will be assigned to support the work.

5. Payment Schedule Payments will be made in fresh USD as follows:–   20% upon successful completion of the inception report, tentatively expected by the 15th of August 2025. –   80% upon successful completion of the final handover and completion report, tentatively expected by the15th of December 2025.  6. Eligibility criteria and mandatory requirements:
  • Eligible bidders are national or international design and supervision engineering companies with a minimum of 10 years of existence and experience in international development. Individual consultants/designers are not eligible.
  • National companies should demonstrate relevant international experience with proof of works to be submitted, while international companies should have a team in Lebanon capable to handle the assignment requirements and follow up.
  • Bidders must possess a minimum of 5 years of demonstrated experience in working on community infrastructure, public parks and public spaces, with a proven track record of successful project management. Bidders must also show experience in international large-scale projects.
  • The consultancy company has demonstrated experience in implementing projects that follow environmentally friendly methods and techniques. Proof of works to be provided for the last 3 years.
  • The service provider must have proven experience working on projects funded by UN agencies or international organisations. Copies of contracts or completion certificates are to be provided.
  • Bidders are supposed to submit a comprehensive list of project proposed qualified personnel for this specific assignment including their CVs. The proposed team must include, as mandatory staff, a project architect (min. 10 years of experience), a structural/civil engineer (min. 10 years of experience), a daily site supervisor (architect/civil engineer, with a minimum of 2 years of experience in construction supervision), MEP engineer (with a minimum of 5 years of experience), and professionals specialized in landscaping or agricultural engineering (with a minimum of 10 years of experience).
  • Bidders shall be legally registered.
  • Bidders shall not be identified on the Consolidated United Nations Security Council Sanctions List (CUNSCSL), World Bank’s Listing of Ineligible Firms and Individuals, and lists of sanctioned and/or suspended vendors maintained by UN Organizations (“Sanctions Lists”) 
  • Economic and financial standing: total annual turnover and company financial statement and/or audit reports for the last two years should be presented.

Applicants are required to submit a comprehensive technical proposal by email no later than 21 July 2025 at 14:30 PM to alhajjm@ilo.org  and chaya@ilo.org , cc-ing barroeta@ilo.org .

The proposal should include the following:

  • Evidence of the company’s recent and relevant experience, clearly indicating the project titles, clients, references, and budget for each project, along with proof of works for the last 3 years (copies of contracts or completion certificates).
  • A detailed cost breakdown.
  • Valid company registration documents.
  • A clear methodology outlining the approach and supervision strategy.
  • Proposed staffing structure along with the CVs of key personnel.
  • A detailed workplan.
  • Supporting documents demonstrating the company’s economic and financial standing.
