Qualifications and Experience:

  • Bachelor’s degree in Finance, Accounting, or related field (Master’s degree or professional certifications like CPA, CMA, or CFA preferred).
  • Proven experience in budgeting, financial reporting, and donor compliance.
  • Familiarity with Lebanese tax laws, NSSF, and financial regulations.
  • Advanced proficiency in Microsoft Excel (pivot tables, VLOOKUP, financial modeling) and accounting software.
  • Fluency in English and Arabic (written and spoken).
  • Strong organizational, analytical, and communication skills.
  • Ability to manage multiple priorities under tight deadlines.

Years of Experience Needed:

5+ years of experience in financial management, including within the NGO sector.

Areas of Responsibility:

Financial Planning and Budgeting:

  • Develop and manage annual budgets in collaboration with program teams.
  • Prepare detailed financial projections, forecasts, and budget analyses.
  • Monitor budget performance and recommend adjustments as needed.
  • Support project managers in developing donor-specific budgets and budget narratives.
  • Coordinate with all departments and coordinators on budget aspects, especially finance, spending plans, budget updates, and monitoring.
  • Support the funding team / Head of Operations in financial planning for the whole organization, cash flow management, bank accounts management, and relationships with donors and partners.

Financial Management and Reporting:

  • Oversee day-to-day financial operations, including accounts payable/receivable, payroll, and cash flow management.
  • Review accounting transactions and reports, including bank and cash reconciliations and financial statements on a weekly and monthly basis.
  • Ensure timely and accurate monthly, quarterly, and annual financial reports for internal use and donors.
  • Maintain compliance with donor financial guidelines and ensure timely submission of donor financial reports.
  • Oversee the annual accounts closing and prepare financial reports to be submitted to Lebanese authorities.
  • Provide financial insights and updates to senior leadership to support strategic decision-making.
  • Review financial reports and supporting documentation prepared for donors.

Compliance and Risk Management:

  • Ensure compliance with Lebanese financial regulations, donor requirements, and organizational policies.
  • Upgrade the organization’s financial and procurement manuals and standard operating procedures (SOPs).
  • Develop financial management mechanisms to minimize financial risks.
  • Oversee internal and external audits and ensure the organization is fully audit-ready.
  • Support the Finance Officer in liaising with auditors for project-specific and organizational audits.
  • Maintain up-to-date and accurate records of all financial transactions and documentation.
  • Coordinate with management to provide recommendations, highlight gaps, and address financial challenges.

Payroll and Taxation:

  • Oversee payroll processing and ensure timely and accurate monthly payments to staff.
  • Ensure compliance with NSSF, income tax, and other legal contributions in collaboration with the Accounting Officer.
  • Ensure accurate calculation and timely payment of all mandatory taxes and social security contributions.
  • Assist in the creation and update of HR financial templates and documentation (e.g., timesheets, salary slips, receipts).

Procurement and Financial Oversight:

  • Create and maintain standardized finance and procurement templates (e.g., PR, PO, Bid Analysis, RFQ, Tender Guidelines, Receipts, Invoices).
  • Collaborate with the procurement team to ensure compliance with procurement procedures and financial controls.
  • Monitor organizational expenditures to ensure alignment with approved budgets.
  • Train staff on procurement processes, financial workflows, and compliance protocols.

Team Leadership and Capacity Building:

  • Supervise and mentor the Finance/Accounting Officer to ensure effective financial operations.
  • Provide capacity building and ongoing support to finance, procurement, and HR staff.
  • Train CBL staff on financial management, procurement, HR procedures, grants management, and project cycle workflows.

Salary:

2,000-3,000 USD per month, depending on experience
