RFQ- Car Electrical Equipment Proposal

Asmae-Association Soeur Emmanuelle ("Asmae") is a French international NGO and registered charity, specialized in the education and protection of vulnerable children. Independent, secular and apolitical, it is open to all. Founded in 1980 by Sister Emmanuelle, based on her experience with rag pickers in the slums of Cairo, Asmae continues its actions in line with the values and methods inherited from its founder: listening and proximity, pragmatism, taking account of differences, professionalism and reciprocity. Asmae's actions aims to support vulnerable children and their families through personalized and continuing support for local actors working in the fields of education and child protection.

Asmae is seeking proposals from qualified suppliers in a tender for  “Car Electrical Equipment” the below items:

Test lamp (لمبة فحص)

Voltmeter(فولتميتر)

Large terminal set (طقم طرابيش كبير)

Small terminal set (طقم طرابيش صغير)

Set of pliers (طقم منجمات)

Flathead screwdriver set (طقم مفارك شق)

Socket wrench set (طقم مسدسات)

Phillips screwdriver set (طقم مفارك صليب)

OBD2 diagnostic tool (جهاز فحص ob2)

Wire cutter (قطاعة)

Jumper cables (كبال تدكير)

Crimping pliers (بانسه)

Requested quantity is 8 of each item.

Evaluation of Bids:

All Bids received and accepted will be evaluated on a ‘line item’ basis as follows: 

1. Administrative Evaluation: Evaluated to ensure compliance with all the RFQ requirements and to ensure that all Bids and calculations are readable and acceptable.  ·        

2.Technical Evaluation: All Bids received will undergo a Technical Evaluation based on ‘best value for money’. 

3.Bids that comply with the requested items, specifications, and delivery conditions will be classed as ‘responsive’ (acceptable). 

Only Bids classed as ‘responsive’ (acceptable) will progress onto the ‘Financial Evaluation’. 

*Non-responsive’ bids (not-acceptable Bids) will no longer be under consideration at this stage.  · 

Contract Award:

a.Under the ‘best value for money’ principle, the organization will award the contract(s) (Purchase Order or Service Contract) to the ‘lowest responsive bid’ except where other considerations are warranted. These other considerations can be — total cost of ownership; cost of ongoing consumables; price vs warranty; quality vs price.     
b.Bidders shall observe the highest standard of ethics during the procurement end execution of such contracts.
The organization will reject a Bid if it determines that the Bidder recommended for award, has engaged in corrupt, fraudulent, collusive, or coercive practices in competing for, or in executing the contract
