أ‌. يجب ان تكون المستندات والشروط التالية موضوعة ضمن ظرف مختوم وهي:
• الملحق A - الملحق الفني - مكتمل، مختوم، ومقدّم من قبل الشركة.
• الملحق B -العرض المالي- مكتمل، مختوم، ومقدّم من قبل الشركة.
• المحلق C – اثبات مسؤولية - مكتمل، مختوم، ومقدّم من قبل الشركة.
• شروط المرجعية: (ToR) يجب على المورد قراءة هذا المستند بعناية، وتوقيعه وختمه أصولاً.
• يجب على الشركة المورّدة أن تؤكد استيفاء جميع المواصفات الفنية المطلوبة الواردة في الملحق (A) أو تجاوزها. وعلاوة على ذلك، يُعتبر قيام المورّد بختم الملحق (A) دون تقديم ملاحظات أو تحفظات محددة بمثابة قبول كامل لجميع المواصفات المذكورة فيه.
• في حال طلب دفعة مقدّمة، يُرجى توضيح ذلك ضمن عرض السعر الملحق B، حيث سيتم أخذ هذا العامل بعين الاعتبار ضمن معايير التقييم.
• يجب أن يتم تنفيذ جميع الأعمال وفقاً للمواصفات والمعايير الفنية المطلوبة، وفي حال وجود مخالفات، تتحمل الجهة المنفذة التكاليف اللازمة لتصحيحها.
• يجب على المورد تقديم ضمان للأعمال لمدة لا تقل عن اثني عشر (12) شهراً من تاريخ التسليم النهائي، بحيث يتم إصلاح أي عيوب أو أعطال تظهر خلال فترة الضمان دون أي تكلفة إضافية. كما يتوجب عليه إرفاق تعهد خطي رسمي يؤكد التزامه بفترة الضمان ضمن ملف العرض
• يجب ان تكون الشركة الموردة مرخصة تجارية ولديها رقم مالي ضمن الجمهورية اللبنانية وتقدم الوثائق التي تؤكد ذلك، وفي حال كانت تتقاضى الضريبة على القيمة المضافة يجب إبراز رقم الضريبة على القيمة المضافة.

A. The following documents and conditions must be enclosed in a sealed envelope:
• Annex A - TECHNICAL SPECIFICATIONS - completed, stamped, and submitted by the company.
• Annex B – Financial Offer- completed, stamped, and submitted by the company.
• Annex C – Proof of Liability - completed, signed, and submitted by the company.
• Terms of Reference (ToR): this document must be thoroughly read, signed, and stamped by the supplier.
• The supplying company must confirm that all required technical specifications outlined in Annex A have been met or exceeded. Furthermore, the supplier’s act of stamping Annex A without providing specific comments or reservations shall be considered as full acceptance of all specifications listed therein.
• In case an advance payment is requested, please clearly indicate it in the price offer Annex B, as it will be considered as part of the evaluation criteria.
• All works must be carried out in accordance with the required specifications and technical standards. In case of any non-compliance, the executing party shall bear the full cost of corrections.
• The supplier shall guarantee the works for a minimum period of twelve (12) months from the final delivery date, during which any defects or malfunctions must be remedied at no additional cost. A formal written confirmation of this warranty must be included in the bid submission.
• The supplying company must hold a valid commercial license, have a financial number within the Republic of Lebanon, and provide documents to confirm this. If the company is subject to Value Added Tax (VAT), it must display their VAT number.
